Research On Win-win Energy Cooperation Between China And West Asia Along The Route Under The Background Of One Belt And One Road

Nowadays the world is in a period of great development,great change and great adjustment.As a new platform for international cooperation,the “One Belt and One Road” is Chinese proposition and plan in order to maintain the open global economic system,promote the healthy development of economic globalization and deepen regional cooperation,and then to promote the building of a community of shared future for mankind,according to the domestic and international situations and the needs of Chinese reform and development.And the energy cooperation is a very important part of the “One Belt and One Road”.West Asia studied in this paper is not only an important junction of “One Belt” and “One Road”,but also the main energy supply base in the world.As a big net importer of energy,China has a good cooperation foundation and vision with the countries in West Asia.Furthermore,China and the countries in West Asia have great development potentials and the strong complementary in energy cooperation.Therefore,China and West Asia should take the opportunity of the “One Belt and One Road”,the international cooperation platform,to strengthen multilateral and bilateral energy cooperation,safeguard common energy security and achieve common development and prosperity.This paper is divided into four parts besides the introduction: The first part summarizes the development of the “One Belt and One Road” in the past 6 years,and points out that the “One Belt and One Road” is not only in line with Chinese own reform and development needs,but also conducive to promote the development of the open world economy;and the first part emphasizes that the areas of “One Belt and One Road” are in the important energy geopolitical strategic position.The energy cooperation of “One Belt and One Road” is the common interest of China and the countries along the route,and it is of great significance to safeguard Chinese energy security.The second part describes the general situation of energy development in West Asia and the current situation and cases of cooperation between China and West Asia in terms of oil and gas trade and investment.It points out that there are many intergrating points and clearer directions in the multilateral and bilateral energy cooperation between China and West Asia under the background of “One Belt and One Road”.The third part analyzes the challenges in the energy cooperation between China and West Asia under the construction of “One Belt and One Road”.It points out that there are high geopolitical risks,imperfect institutional mechanisms and complex religious and cultures in West Asia.Furthermore,the energy cooperation is also facing competition and obstacles from big powers.The fourth part analyzes the measures for win-win energy cooperation between China and West Asia.It emphasizes China and West Asia should strengthen the relation of interdependence of energy and optimize the energy supply and demand chain in order to promote unimpeded trade under the new platform of the “One Belt and One Road”.China and West Asia should strengthen the infrastructure cooperation to promote facilities connectivity,strengthen cultural exchanges to promote people-to-people bonds,strengthen the strategic docking of bilateral and multilateral energy cooperation to promote policy coordination,and strengthen the construction of the energy finance system of “One Belt and One Road” to promote financial integration,finally jointly promoting to constitute the open,inclusive and balanced sharing community of shared destiny of energy.
