In recent years,with the increasing investment in water infrastructure construction,the rapid development of water conservancy project,the construction of people’s livelihood and water conservancy projects have been carried out smoothly,and the construction of water conservancy projects has shown a good situation.But from the actual situation,China’s water conservancy projects generally lack of risk management system,because of the professional particularity,complexity,periodicity and hysteresis,compared with other industries,the water conservancy industry in remote backward areas,therefore,the low level of risk management and control capacity is weak,do not have a good level of technology and management the management system procedures,the arrangement did not work plan and perfect system of the progress in the actual implementation process,coupled with the use of time in water conservancy industry specialized risk management means scientific organization is not long,the risk management over the years accumulated experience and relevant historical data is obviously insufficient,the risk management system,and the level of standardization program integrity is not high.Most of the work of risk management needs to be analyzed on the basis of historical data.If the lack of historical data,it is difficult to quantify the risk management,the vast majority of the owners failed to establish a comprehensive risk management information system,do not pay attention to the risk decision-making phase of the project analysis and prediction and the development of research on risk prevention plan and feasibility analysis is not enough.The occurrence of various risks and changes to prevent underestimation in May the implementation phase of the project,and therefore can not be timely and effective to deal with the risk situation.In view of the above problems,formulate a set of risk management system and research methods for water conservancy projects tailored to improve water conservancy industry risk management level and reduce the risk of incidence and risk loss of water conservancy project,realize the modernization,scientific management,project implementation and operation of value-added.To this end,the Yellow River River flood control project of Baiyin section of the research object,according to the risk management system procedures,through on-site investigation,finishing the project related data collected over the years,water conservancy project information,learning and mastering the theoretical research methods,based on the actual project,to identify the project owner risk,using the Delphy legal analysis and WBS method the risk of major risk projects such as project environment,technology,management and organization,economic and other risks are identified,analysis of risk factors in different stages and categories,and according to the characteristics of water conservancy project and puts forward the method of risk assessment,a comprehensive analysis of the establishment of the project risk assessment model.Take the risk retention,risk transfer,risk avoidance,risk coping strategies to reduce major recognition,risk control and early warning measures combined with the actual situation optimization characteristics of the project itself and the area of the most scientific and reasonable.Through the study of the actual case of the Yellow River River flood control project in Baiyin risk management and establish risk list general model,in order to find a feasible and efficient risk management scheme can be applied to the owner,and strive to achieve a breakthrough and innovation,put forward valuable for modern project risk management problems,and make a brief prospect of development the risk of water conservancy project management after anti Flood flood control project.
