| In recent years,environmental pollutions have become increasingly serious with the rapid growth of world energy consumption,countries all over the World rise the improvement of energy utility efficiency.Due to such advantages such as high energy efficiency,low pollution,quick start-stop and flexible operation,gas distributed energy has been widely recognized and applied all over the World.In November 2016,the“Power Development 13th Five-year Plan”issued by National Development and Reform Commission and National Energy Bureau bring gas distributed energy into national energy development strategy.As a kind of efficient environmental energy,gas distributed energy has become an important part of China's energy strategy.However,the economics of gas distributed energy is poor due to its high construction investment,high operation costs and load cultivation period,so it is urgent to establish a pricing mechanism which is suitable for the development of natural gas distributed.Therefore,according to the research and analysis of related studies,the one-part gas distributed energy tariff mechanism based on classification and benchmark is proposed.Firstly,refer to tariff mechanism basic formulating principles,paper confirms one-part electricity price as the form of tariff mechanism,in the light of techno-economical features in gas distributed energy,the two-dimensional classification scheme for gas distributed energy is established,then taking national standard and area characteristics into consideration,the benchmark data to measure benchmark price for gas distributed energy is put forward.Secondly,the one-part price model and gas-electricity price transmission mechanism are built by the operation period theory and the correlation between the electricity price and the gas price.Finally,a real-World case in China is used in simulation by the proposed tariff mechanism and operation period model,which providing reference for the research and formulation for gas distributed energy in China. |
