The energy system is the main support of the national economy development.Power industry is the core of the modern energy system.After decades of development,Chinese electric power industry has become one of the main pillars of the national economy,total installed capacity and total power are among the highest in the world.As a crucial sector of power industry,electric power research institute is mainly engaged in EHV/UHV AC and DC transmission technology,power grid planning,safety control analysis,electric power transmission engineering design and construction technology.New energy and energy saving technology are also their research field,they provide technical support,guarantee for the normal operation of power system and improve the operating efficiency and ensure economic and technological progress.With the implementation of the new electric power system reform,the competitive environment faced by the electric power research institutes will undergo major changes.From the electric power system reform under the factory network,a fundamental change in Power System Research Institute will bring a lot of internal mechanism,the focus of reform and transformation of the enterprise management system focused on mobilize the enthusiasm of staff and improve the enterprise benefit contradiction.Enterprise performance management system is an important personnel management tool to solve the impact of these system reforms,and it is an effective management method to improve enterprise performance.This paper first analyzes the status and exist problems of performance evaluation in electric power research institutes.Then,the performance evaluation model based on DEA method is constructed.The design principles and indexes of DEA model are analyzed emphatically.The performance evaluation of Chinaelectricpowerresearchinstitute(CEPRI)during 2011-2016 is analyzed.Results show that:in 2011,2012 and 2016,comprehensive efficiency,pure technical efficiency and scale efficiency value is 1.The allocation of resources,science and technology is reasonable,which can avoid excessive investment of resources and waste.This paper also proposesspecific policy suggestions such as the implementation process normalization and evaluation feedback mechanism,hoping to provide some help to the overall development ofCEPRI.
