Residence is a consumption of high status among basic necessities of life.The residential quarter functions impact the value of houses and daily life of residents.A cost-effective residence guarantees an easy life with a minimal cost.As to those property investors,a good residence is a promise of property preservation.Since residence is a project of high investment and high risk,real estate developers tend to satisfy the consumer needs and cut down construction costs to the minimum for high benefit promotions and abundant economic returns.In addition,a scientific analysis of residential function cost helps to coordinate the human,nature and society,and helps to reduce resource waste.Value Engineering Theory is applied in this thesis to the function cost analysis,specifying the interrelationship between residential functions and costs.By removing unnecessary functions for a deduction of unnecessary cost,residential functions and costs are well-matched,causing a raise of house value and bringing the greatest economic benefits to both developers and consumers.As regard to the developers,they save costs and sell houses;as regard to the consumers,they buy houses of lower prices without sacrificing residential functions.A unity of cost and function is therefore reached for the harmonious society where people have their own properties of living.On the basis of Value Engineering Theory,the thesis built an indicator system of function factors and an indicator system of cost factors.There are six first-level indictors,twenty second-level indicators and sixty-four third-level indicators in the function indicator system.Further,the thesis evaluated Wenzhou residential function factors by means of AHP(with the assistance of MATLAB)and solved the problem of factor importance ranking.The evaluation results have guiding and referential values to both real estate developers and residential consumers.The thesis studied the four residential quarters in Ouhai district of Wenzhou city,analyzed the quarter values based on Value Engineering Theory and AHP,and correlated the function with cost for an evaluation of residential value to meet both consumer and developer needs.It is complicated but meaningful to accomplish residential quarter value analysis.The evaluation method adopted is good in application and feasibility,while the practice of each indicator is yet to be further improved.
