In recent years,China's railway transportation industry has developed rapidly.As of now,China already has the world's largest railway passenger transportation system and the second largest cargo transportation system.Among them,the development of China's high-speed rail is particularly noticeable.Currently,China's high-speed rail technology is mature and already has the world's longest operating high-speed rail network.While concentrating on domestic development,China's high-speed rail is also actively moving toward the world.In 2009,the country formally upgraded the “going out” of high-speed railways into a national strategy.In 2013,it proposed the establishment of a network of interconnected and interoperable marine networks in Asia,Africa,and Africa.The “One Belt,One Road” initiative of the opening-up pattern undoubtedly also brings major opportunities for the development of the HSR.Southeast Asia is an important part of the “One Belt and One Road” initiative.The Chinese high-speed rail network is used to develop the Southeast Asian market,and the construction of an interconnected railway network is the basis and guarantee for the implementation of the “Belt and Road Initiative” in Southeast Asia.In recent years,Southeast Asia's economy has developed rapidly but has always been constrained by backward transportation infrastructure.ASEAN has always wanted to change this backwardness and has proposed the construction of a “Trans-Asian Railway” but it has not been effectively implemented.With the “One Belt One Road” initiative and the continuous advancement of China's high-speed rail diplomacy,China's high-speed rail has made good progress in the Southeast Asian market.The “China-Thailand Railway,” “China-Lao Railway,” and “Jakarta-Bandung High-Speed Rail” have been formally launched..Summarizing the risks and countermeasures encountered during the construction of these typical projects will provide valuable experience for China's high-speed railways to move toward other Southeast Asian countries and build the East and West lines of the Trans-Asian Railway.This article is divided into six parts,the specific content is as follows:The first part is “introduction”.The rapid development of high-speed railways in China was introduced,and the research background for starting the market development in the Southeast Asian market and the importance of this study for the development of high-speed rail in China were studied through literature.It was found that the research on the Chinese high-speed rail in Southeast Asia is mainly focused on high-speed railways in China.The development of the industry and going abroad,the advantages and difficulties of going out,the study of the measures for going global,and the four aspects of China's railway investment in Southeast Asia.At the same time,the article also introduced the research methods and ideas of the article,as well as the existing deficiencies.The second part is “the driving factor for China's high-speed rail to open up the Southeast Asian market”.Based on the analysis framework of “ diamond model”,this paper analyzes the opportunities and advantages of China's high-speed rail to open up the Southeast Asian market from the perspective of necessity and feasibility.The backwardness of railway facilities in Southeast Asia and the urgent need to build railways in Southeast Asian countries have provided the impetus for China's high-speed rails to develop the Southeast Asian market;the “One Belt and One Road” initiative and the China-ASEAN Free Trade Area have provided an opportunity for China's high-speed railways to develop Southeast Asian markets;The advantages of financing and other aspects provided a guarantee for the development of high-speed railways in Southeast Asia.The high-speed rails can not only promote the development of supporting industries in the upstream and downstream sides of the two sides,and further optimize the industrial structure.They can also promote the mutual complementarity between the two industries and drive the economic development along the route to achieve a win-win result.The third part is “the market environment that China High Speed Rail has developed to Southeast Asia”.The PEST model was used to analyze the market environment that China High Speed Rail opened up in Southeast Asia in terms of politics,economy,social culture,and technology.The fourth part is the case of “China High Speed Rail to open up the Southeast Asian market”.Based on the two typical cases of China-Thailand Railway and Jakarta-Bandung High-speed Rail,analyze the background,cooperation methods,difficulties and risks involved in the cooperation of overseas high-speed rail projects;compare the twists and turns of Sino-Thai Railway and the smooth cooperation of Jakarta-Bandung High-speed Railway.,Analysis of the cooperation model,risks,and strategies of China's high-speed rail to Southeast Asia.The fifth part is “the countermeasures for high-speed railways in China to open up markets in Southeast Asia”.Suggestions from the government and enterprises levels,the government must do a good job in strategic planning,policy guidance and political services,strengthen political trust at the national level,improve overseas investment insurance and legal security systems,and guard against foreign exchange risks;companies should choose suitable financing methods.With strong local partners,we have established a foreign exchange risk prevention and early warning mechanism,increased personnel training,strengthened technological innovation,and courageously assumed social responsibility.The sixth part is “conclusion”.It summarizes the advantages of high-speed rail in China and the risks and countermeasures it faces in opening up markets in Southeast Asia.China's high-speed rail trains face the opportunities and challenges of the Southeast Asian market.Only by drawing lessons from various aspects,we can scientifically predict the risks that may be encountered in construction and respond in advance,constantly optimize and upgrade technical standards and technical systems,and build an international talent team.The road of the high-speed railway market in Southeast Asia will go better and faster.
