| With the continuous construction of the "eight vertical and eight horizontal" high-speed railway networks in the domestic market,the high-speed railway economic radiation circle has basically covered major cities across the country so that the domestic high-speed railway market is becoming saturated.There is great demand in the international railway market due to advantages of faster speed,better safety performance,more mature technology,and cost-effective,etc.Therefore,high-speed railway not only has become a pillar industry that opens up our country’s economic development,but also has become an important link to promote the strategic concept of “the belt and road initiative”community of human destiny.However,he risk awareness and risk management level of China’s high-speed railway enterprises for overseas projects are still in the initial stage,which leads to the occurrence of loss of fund or even project termination when investing in overseas projects in recent years.It shows that China’s high-speed railway enterprises still have many tests when facing overseas high-speed rail projects.First of all,on the basis of comparing the advantages and disadvantages of various risk identification methods,this paper chose RBS method to identify the risks of overseas high-speed railway projects from the national and project levels,and combined with brainstorming method to identify 96 sub-risks,and display a complete risk list.Secondly,on the premise of fully identifying risks,combined with the background of the Indonesian high-speed rail project,RBS method and expert scoring method were used to systematically and pertinently identify the risks of Jakarta-Bandung high-speed rail project in Indonesia,and identifies 22 important risks that may affect the project.Thirdly,this paper uses AHP to evaluate these 22 important risks quantitatively through multi-dimensions,and comprehensively sorts them according to risk weights.The practical risk response strategies and preventive measures are provided for key risks with high probability or serious impact.Finally,by summarizing the research results of this paper,a consistent conclusion is drawn,and suggestions on the generalization and stages of risk management and control of overseas high-speed railway projects are put forward.The research results have certain reference value for Chinese railway enterprises in the follow-up research of project risk management in Southeast Asia,including Indonesia. |
