Research On Practices Of China High-speed Railway "Going Out" In Southeast Asia

As a landmark product in the field of "Belt and Road" connectivity,high-speed railway is an important way to enhance China’s international influence,promote China’s technological standards and spread Chinese culture."Going out" of China high-speed railway has rich and diverse significance and effects in economic cooperation,cultural communication,public diplomacy and technology sharing,which can promote deep cooperation in political dialogue,international trade,culture exchange and technology transfer between China and the countries along the “Belt and Road”.Last but not the least,"Going out" of China high-speed railway has great significance for China’s industrial transformation and upgrading,import and export structure optimization and regional economic integration.As a key development region of the " Belt and Road" connectivity,Southeast Asia has created favorable external conditions for the construction of China’s high-speed railway due to the political relationship of China-ASEAN Destiny Community,the economic foundation for the comprehensive upgrading of China-ASEAN Free Trade Area and the transportation infrastructure market with huge demands.As the first high-speed railway project that China won the bid in Southeast Asia,the Jakarta-Bandung High-speed Railway has an important demonstration effect,which can accelerate the economic and trade exchanges between China and Indonesia and improve the recognition of China’s high-speed railway in Southeast Asia.As an important part of the Indochina peninsula cross-border railway,China-Thailand Railway will realize the cross-border multimodal transport system between China and Indochina peninsula after docking with ChinaLaos Railway,which can create more economic benefits for the China-Indochina peninsula economic corridor.However,China’s high-speed railway construction also faces many challenges,such as political turmoil,local government changes,lack of funds,foreign powers’ intervention,non-traditional security and other uncertain factors,which have caused a huge impact on China’s high-speed railway construction in Southeast Asia.Examining the status quo and challenges of China’s high-speed rail construction in Southeast Asia,it should combined with its own comparative advantages and Southeast Asian country’s specific national conditions and customs,highlight the geo-economic significance of China’s high-speed rail,and promote the development of inclusive finance,strengthen cooperation and exchanges with other high-speed rail countries,build a healthy international high-speed railway competition mechanism,actively cooperate with Southeast Asian countries to prevent nontraditional security threats,and promote the healthy and sustainable development of China’s highspeed rail "Going out".
