At present,project cost analysis of power transmission projects in China,means a simple comparison of the unit project cost,the volume of main projects,the price of main equipments and materials,or comparison between estimate,budget and settlement,which is often aimed at a specific project or projects with similar characteristics.In other words,it is short of index measuring change of project cost in each period.And current analysis usually uses single growth rate comparison method,which can not truly and accurately reflect the impacts of price and volume fluctuations on the overall project cost.Therefore,it is urgent to build a scientific and systematic project cost index system for power transmission project and research the reasonably applicable index calculation method.Based on power transmission projects in Guangdong Province,this article firstly classifies project cost index from different dimensions,including the type of project structure,index properties,the selected time period,data source and project scope.Then the classification is further expanded based on grey correlation degree of the factors influencing project cost,thus a multi-dimension and multi-level project cost index system is constructed.Secondly,the calculation method of each project cost index in different dimensions and different levels is determined respectively by empowering on the scale of investment;After that,the calculation method of the bottom index is improved and the variation coefficient of the cost and quantity structure is defined.To avoid bias,use the Paasche price index optimized by base period weight and the Laspeyres volume index optimized by report period weight when the structural change is not obvious,and use cross-weight optimized Fisher method if structural change is strenuous.And the weighted average method is chosen to calculate the upper indexes.Furthermore,there are two kinds of index correlation based on the improved calculation method.It is proved that the project cost index is equal to the product of the price and the volume index.On the other hand,the bottom project cost index without considering weight is equal to the product of annual cycle project cost index.Finally,this paper carries out a case study about the actual project cost data of power transmission projects in Guangdong Province focusing on the annual cost fluctuation.The multi-dimension and multi-level project cost index system and improved index calculation method designed in this paper conduct comprehensive and systematic analysis of the causes of fluctuations in power transmission project cost,and reflect the influence of changes of quantity and price factors on project cost.And they meet the needs of lean management of the grid enterprises,strengthen the supervision and control of grid construction cost,provide basis for investment decision,and meet the country's requirements on the openness and transparency of grid cost at the same time.
