As a kind of pollution-free,energy can be diversified configuration of the new means of transport,large-scale popularity of the electric vehicles has become an inevitable trend.In recent years,domestic and foreign scholars have been committed to the research and promotion of electric vehicles,mainly on the electric vehicle charging methods,including the conventional charge,replace the battery and fast charge,but few on the charge technology equipment operation.However,as the development of electric vehicle industry infrastructure,on the early development period,choose the appropriate construction and operation mode for electric vehicle charging station,related to the development of electric car charging station by leaps and bounds,which will affect the healthy development of the entire electric vehicle industry and the realization of the overall energy strategic goal for the country.Therefore,in the critical period of the development of electric vehicle charging industry in China,the important issue must be considered to improve the electric vehicle charging market is how to evaluate and select the best beneficial commercial operation mode.To this end,this paper presents a comprehensive evaluation model of electric vehicle charging commercial operation benefits.Firstly,based on the theory of value-chain,this paper analyzes internal and external value-chain and the principle of index system construction of electric vehicle charging commercial operation project,and designs a comprehensive evaluation index system which covers the efficiency of government,investment operator and user of electric vehicle charging commercial operation modes,Which specializes the aging characteristics and the value-added links of internal and external value-chain of the commercial operation modes.On the basis of the above,according to the characteristics of the index,the Real-Time Combined Weighting-Improved Matter Element Extension comprehensive evaluation model is further proposed,which can achieve the quantitative comprehensive benefits evaluation of the electric vehicle charging commercial operation modes.According to the aging characteristics in the electric vehicle charging market and the uncertainty characteristics,Expert Real-Time Scoring and the Entropy Weight method are introduced to the model,so that the model can balance the information value of attributes and the subjective experiences reasonably,which also improves the discrimination and robustness of the proposed model in actual applications.Case study results show that the proposed method can effectively quantify electric vehicle charging commercial operation benefits for decision-making with uncertainties and draw the conclusion that it can be used for the future development of electric vehicle charging.Finally,the sensitivity analysis of the arithmetic data shows that the data will not affect the evaluation results in the range of ±10%fluctuation.which proves the rationality of the method and the validity of the conclusion.
