Prospect Analysis Of Sino-kazakh Energy Cooperation Relations Under Kazakhstan Energy Diplomacy Background

From the beginning of 1995,Kazakhstan began to implement the strategy of“resources to establish the country”,and energy diplomacy has become the main content of Kazakhstan's foreign policy.Kazakhstan has abundant energy reserves and has been cooperating with China in the energy field.However,due to political,economic and international relations,China-Kazakhstan energy cooperation has encountered many obstacles,and the intention of China-Kazakhstan energy cooperation is weakening.Kazakhstan is China's neighbor.Importing oil resources from the country can effectively reduce the risks in energy transportation and the cost of energy imports.China should take active measures to strengthen energy cooperation with Kazakhstan.Based on the theory of international economic cooperation and diplomatic theory,this paper further studies Kazakhstan's energy diplomacy and China-Kazakhstan energy cooperation through literature research and qualitative analysis.Analyze the status quo of energy cooperation between the two countries,analyze the factors affecting the energy of the two countries,and give relevant recommendations based on theoretical guidance.This paper mainly studies the energy cooperation relationship between China and Kazakhstan under the background of Kazakhstan's energy diplomacy and its prospects.The paper mainly includes the following main contents:First,understand the current state of Kazakhstan's energy reserves,the energy structure,and its position in the economy in the international energy landscape,and understand Kazakhstan's energy exports.Second,analyze Kazakhstan's energy diplomacy strategy,including the background and importance and content in the diplomatic strategy.Third,regarding China-Kazakhstan energy cooperation under the background of Kazakhstan's energy diplomacy strategy,including the conditions,cooperation history and cooperation status of China-Kazakhstan energy cooperation.Fourth,the prospects of Sino-Kazakhstan energy cooperation in the context of Kazakhstan's energy diplomacy and the challenges faced by China-Kazakhstan energy cooperation,and proposals for promoting China-Kazakhstan energy cooperation in response to challenges and shortcomings.In the end,the paper concludes that oil and gas cooperation between China and Kazakhstan is a carrier to deepen bilateral economic and trade cooperation,promote cultural exchange activities,and expand the content of China-Kazakhstan energy cooperation.The main problem of energy cooperation between China and Kazakhstan should be that Kazakhstan implements a diversified energy foreign policy and minimizes dependence on energy importing countries.China and Kazakhstan have not formed normative and institutional constraints in the process of energy cooperation.Kazakhstan has become the focus of major powers for energy.Kazakhstan's domestic environment and China's domestic environment also have a certain impact on China-Kazakhstan cooperation.
