Energy is an important material basis for social development and economic growth,an important strategic resource and the lifeblood of national economy.In2013,during his visits to Kazakhstan and Indonesia,President XI JIN PING proposed jointly building the silk road economic belt and the 21 st century maritime silk road."One Belt And One Road" has become a common trans-regional cooperation model for policies,trade,facilities,funds and people’s hearts linking Africa,Africa and Europe in the 21 st century.It is a strategic plan of China’s neighborhood diplomacy to build a new international political and economic order.In recent years,the globalization of free trade and the continuous development of industrialization in various countries have intensified the imbalance between energy supply and demand,making energy problem an important political and economic game point among countries.With the rapid development of China’s economy and the continuous improvement of people’s living standards,China has become the largest energy consumption country in the world,and the demand for energy is increasingly prominent.Domestic energy cannot meet the growing energy demand.At present,China’s energy form is very serious,energy security problem is still outstanding,so expanding the diversification of energy imports has become an inevitable trend.Energy is the focus of "One Belt And One Road",and the implementation of the strategy has created conditions for energy cooperation between China and countries along the belt and road."One Belt And One Road" covers a wide area,and energy cooperation is an important part of the diplomatic strategy of many countries.Kazakhstan is a very important country along the route of "One Belt And One Road" and a hub in central Asia.It borders China geographically and is rich in oil and gas resources.It actively participates in "One Belt And One Road" energy cooperation.Since independence in1991,Kazakhstan has maintained sound economic and trade cooperation with China,and the economic structure and development of the two countries are highly complementary to each other.The "One Belt And One Road" initiative is a once-in-a-lifetime opportunity for China and Kazakhstan to promote all-round cooperation in various fields and upgrade bilateral relations.Kazakhstan and China can align their energy development strategies and complement each other in terms of oil and gas resources,which will lay a solid foundation for China-Kazakhstan energy cooperation.Kazakhstan earns more revenue from exporting oil and gas,while diversifying its energy exports and boosting its economy.However,Kazakhstan’s energy and resource policy has aroused the interest of the us,Europe,Russia and other world powers,which has brought huge challenges to the energy cooperation between China and Kazakhstan.Therefore,in the process of promoting the "One Belt And One Road" initiative,it is of certain theoretical significance to study the opportunities and challenges in energy cooperation between China and Kazakhstan,and to put forward policy Suggestions to deal with the challenges.This paper first introduces the origin and significance of the research,the main research ideas and methods,introduces the research progress in related fields through literature review,and proposes research space.The second chapter introduces the basis of energy cooperation between China and Kazakhstan in the context of the “Belt and Road”,including the current status of energy development and the existing foundation of energy cooperation between the two sides.The third chapter analyzes the opportunities facing China and Kazakhstan’s energy cooperation under the “Belt and Road” initiative.The proposal of the “Belt and Road” initiative accelerates the achievement of infrastructure and energy investment projects in the process of energy cooperation between China and Kazakhstan,and brings the energy cooperation between China and Kazakhstan to a new level.Chapter IV discusses the challenges facing China and Kazakhstan’s energy cooperation in the context of the "Belt and Road",including the adverse effects of the game of big powers,the tightening of Kazakhstan’s energy cooperation policy,and the increasingly complex geopolitical situation in Central Asia.Finally,in Chapter 5,the suggestions on promoting China-Kazakhstan energy cooperation and maintaining China’s energy security in the context of the "Belt and Road" are expounded.
