Energy is the material basis of human activities.The development of human society is inseparable from the exploitation of high-quality energy resources and the usage of advanced energy technologies.Nowadays,the exploitation of new energy,the joint development of energy sources and environment is a common concern of the whole world.It is also an important issue in China's socio-economic development.As a renewable and clean energy source,solar energy is highly valued by the country.With the strong support of the government,solar photovoltaic power generation has flourished in China in recent years.However,there is less research on the government-led rooftop photovoltaic power generation project in public institutions.This paper takes the PY administrative office center ' s rooftop photovoltaic power generation project as the research object,identifies and evaluates the related risks in the courses of small-scale distributed photovoltaic power generation in public institutions,including project application,construction design,construction,implementation,and later maintenance,to get effective countermeasures and preventive measures.It is not only conducive to the implementation of this project,but also provides reference for the implementation of distributed photovoltaic power generation projects in the whole district,the whole city,and even the whole province.On the basis of relevant documents study and on-site inspections,according to the project risk management process,this paper first identifies various risk factors of the rooftop photovoltaic power generation project of the PY administrative office center,and summarizesproject risks as 18 risk factors in 5 aspects of policies,economics,management,technology,and environment,which formed in a risk assessment table.Then the subjective rating method and the analytic hierarchy process are used to determine the weights of various risk factors.Through analysis and research,we can see that the risk level of the project is low and can be put into implementation;and the project needs to focus on managing contract management,personnel management,maintenance and safety management,etc.Then according to the existed risk factors,a risk control coping strategy is proposed during the implementation of the project.The relevant conclusions drawn from this paper are as follows:(1)Project risks of this project mainly include five aspects: policy,economy,management,technology risk,and environment.Among them,management risk is the top priority in project risk management.(2)Among the 18 risk factors of this project.It is necessary to focus on preventing organization management risks,personnel management risks,contract management risks,safety management risks,and maintenance risks;(3)Combining the electricity usage of the PY administrative office center,the local geographical location,the climate environment,the economic benefits after completion,and Social benefits,etc.It can be seen that after the project is completed,it can not only effectively reduce the energy consumption of the PY administrative office center,but also help establish the government image of energy-saving,efficient,and advanced.(4)The project risk control of this project needs to be carried out throughout the entire project,so that it can be planned in advance,controlled during the event,and monitored throughout the entire project.Especially in the early stage of applicability design,contractual agreement terms,organization management,personnel management,safety management and other aspects need to focus on control.
