With the introduction of a series of preferential policies for wind power generation in China,the wind power generation has developed exceptionally rapidly.The wind power project has gradually become a key new energy construction project in many regions.Cangzhou is an important industrial base in Hebei Province and one of the more tense energy supply and demand regions in Hebei Province.The power grid is facing severe power shortage.The 200 MW wind power project in Nanpi County can effectively alleviate the power shortage problem.However,due to the characteristics of large-scale investment,complex construction,high technical requirements and long maintenance period,the wind power generation projects are subject to many influences such as economy,technology,personnel,environment,time and policies,which cause certain risks.Project construction quality,investment,construction schedule,safe operation and so there is a significant impact,so to enhance understanding of risk awareness should also continue to improve the management of wind power projects to improve the efficiency of wind power project investment and construction.The purpose of this paper is to analyze the risks of wind power projects in an all-round way,determine the evaluation index system of engineering projects and put forward corresponding risk coping strategies to provide the basis for investors' risk management activities.Firstly,based on the theory of project risk management,risk identification of 200 MW wind power project in Nanpi County was conducted.The summary of wind power projects is described from the necessity of project,the general situation of wind farm,engineering geology,water resources,wind energy resources,electricity,project planning and financial evaluation.Select the brainstorming method to identify the risk of wind power projects,and come to six categories of risk,17 specific risk factors of natural risk,technical risk,economic risk,management risk,social risk and policy risk.Secondly,the multi-level fuzzy comprehensive evaluation method is used to evaluate the risk of 200 MW wind power generation project in Nanpi County.By establishing a hierarchical structure model and constructing a judgment matrix and checking the consistency,the experts were scored for fuzzy evaluation and the evaluation results were analyzed.The results showed that the overall level of risk is 75.6,according to the risk level of the standard division shows that the project is “mild risk”.Finally,according to the results of risk identification,evaluation and analysis,the risk response measures of wind power project are put forward,including natural,technical,economic,management,social and policy risk coping strategies.Wind power projects have a long operating cycle and their risk management is a long-term strategy.They must prepare for the long-term response to the risks of wind power projects.In the process of pre-development,construction and operation and maintenance,there are different characteristics of risk in each stage.Relevant managers need to pay attention to the risk changes at any moment,discover the risk factors that affect the project development in time,identify and control risks,And summarize the feedback to enhance the level of risk prevention.In this paper,a combination of 200 MW wind power generation project in Nanpi County and risk management theory is adopted to study the risk management of wind power generation project and to provide relevant managers with ideas and methods of risk management.
