The Research On Government Supervision Of China's Air Express Industry

In the 80 's our country began to appear express enterprise,express industry has become a kind of emerging industries into the public vision.After more than 20 years of development,with the booming of E-commerce business model,China's express industry has entered a rapid development stage.Among them,air express as one of the most safe and efficient way of transportation of goods,has become an indispensable part of the express industry.Especially in recent years,the advent of the era of cross-border electronic commerce,as well as the frequent exchanges of international trade,to the air express industry has brought great vitality and challenges.However,air express and railways,highways and other express delivery mode there is a great difference,compared with the traditional air cargo operations in spite of the intersection,but also has significant characteristics.In particular,China's express industry has issued a number of policies and regulations,has made clear the postal administration as the express industry supervision of the main body.But for many particularity of the air express industry,the government does not give enough attention at present.In view of this mode of express transportation is used more and more widely,the government should combine with the needs of industry development,and give the express industry further refinement of supervision.Therefore,this paper aims to take the government supervision of China's air express industry as the object of study,using the combination of theoretical research and applied research,and make full use of the relevant theoretical knowledge of public administration to study the following aspects:(1)Analyze the government supervision of the domestic air express industry,and combine the successful experience of the government supervision of the foreign air express industry,and discuss the revelation of the government regulation to China.(2)Based on the difference between the overall express industry and the air express industry,explore the characteristics of the air express industry,research and analysis of the air express industry should have the special issues of supervision.(3)Study the problems of market access and industry standards of air express industry,and to explore the possibility of government supervision in improving the overall service and safety supervision of the industry.(4)Discuss the legal supervision of the air express industry at present,and how to perfect the legal supervision of the industry.(5)Try to explore the predicament of government supervision under the background of air express hub development and new technology development of UAV.Through the above research proposed to strengthen China's air express industry government supervision of countermeasures and suggestions,that is,combined with the characteristics of the air express industry,targeted to the differential supervision,from the establishment of a sound regulatory system,refinement and improve the legal supervision system,establish targeted market access,industry standards and safety standards three aspects,put forward specific countermeasures.
