The Impact Of Local Government Policy Support And Cross-border E-commerce Technology Application On The Logistics Performance Of China-Europe Express

As an important logistics channel connecting the Middle East,Central Asia and Europe,the China-Europe train has become an important basic project for the construction of the“Belt and Road”initiative.The development of cross-border e-commerce provides more support and application scenarios for the cross-border cargo transportation between China and Europe.China-Europe trains are from scratch,from weak to strong,thanks to the continuous blessing of the country's strategic orientation and the comprehensive role of catalytic policies,technologies,and economic behaviors.At the same time,a lot of practice shows that in the context of China,the innovative development of new formats or new industries is inseparable from the interaction of policy behavior,economic behavior,and technological behavior.From this,it can be summarized that,compared with the classic Western concept of innovation,innovation in the Chinese context may require the introduction of policy innovation into the production function to obtain a new "policy-economy-technology" combination of production functions,only to expand Schumpeter "technology-economic" innovation theory can fully reflect the characteristics of China's innovation practice.Based on the above logic,this article takes the China-Europe train as an example to discuss the relationship between local government policy support and cross-border e-commerce technology applications and their interaction on China-Europe train logistics strategy performance and financial performance,and then verify the "policyEconomic-technological innovation logic.Through combing and analyzing the existing relevant literature,and integrating the main perspectives of the existing research,this paper selects Chongqing and other dimensions from multiple dimensions such as region,business model innovation,location advantage foundation,strategic-oriented demonstration,financial-oriented demonstration,opening time,etc.7 The trains of each city are used as research samples;the level of local government policy support is used as the measurement variable of policy behavior,the cross-border e-commerce technology application level is used as the measurement variable of technical behavior,and the logistics performance of China-Europe trains is used as the economic behavior and innovation result Measure variables,constructing a conceptual model that reflects the interaction between variables and a regression equation model of the impact of policy and technology interaction on innovation results.Secondly,the PMC index model is used to measure the level of policies on the development of China-Europe trains issued by the provincial people's governments in 2015-2019,and the principle component analysis method is used to measure the cross-border e-commerce technology application level and China-Europe train logistics.The level of strategic performance and the level of financial performance of China-Europe train logistics.Finally,through SPSS22.0 correlation analysis and Eviews10.0 regression simulation empirical test of the conceptual model and regression model proposed in this paper.The test results show that the level of local government policy support,the level of cross-border e-commerce technology applications and their interactions have a significant positive impact on the strategic performance and financial performance of China-Europe logistics.Between the strategic performance and financial performance of China-Europe logistics There is a significant positive correlation,and there is a significant positive correlation between local government policy support and cross-border e-commerce technology applications.The research results show that Schumpeter's innovation theory has produced a new combination of production functions in the Chinese context-from "economic-technology" to "policy-economic-technology",that is,in the Chinese context,innovation is not just technical behavior It is also an embodiment of the interaction with economic behavior,but also "policy,technology,and economic behavior." This has positive theoretical and practical significance for the development of China-Europe trains and other innovative behavior guidance.
