Study On Government Supervision Of Electric Power Industry In Jiangmen

The power industry has been regarded as a natural monopoly industry in the past because of its capital requirements and technical characteristics.Therefore,many countries in the world have applied vertically integrated monopoly system for a long time.Electricity industry supervision is a kind of supervision and administrative intervention by the government,which is specific to the field of electric power industry.On the basis of the related laws and regulations and the relevant provisions of the State Council,the state electric power regulatory agency will implement various activities in the field of electric power.The government supervision of the power industry is the inevitable demand of the society,the masses and the industry.This paper mainly uses literature analysis,theoretical analysis and interviews to study the government supervision of Jiangmen electric power industry.After introducing the background of research,meaning,domestic and foreign research status,related concepts and theories of the paper,this paper analyzes the supervision status of Jiangmen municipal government on the electric power industry,mainly from two aspects.First,it introduces the overall development status of the electric power industry in Jiangmen city,and then carries out the government supervision on the electric power industry in Jiangmen city.Summary of the situation,mainly related to the content of Jiangmen electric power industry government supervision departments and functions,Jiangmen electric power industry government supervision of the main content,Jiangmen electric power industry government supervision of the main measures and results.After investigating the current situation,the paper summarizes the existing problems and analyzes the reasons.The main problems in the government supervision of Jiangmen electric power industry are the overlapping and decentralization of the functions of the power supervision departments;the imperfect power restraint mechanism of the supervision departments;the incomplete coverage and inadequate strength of the government supervision of the electric power industry;and the unscientific supervision technology.Regulatory means are relatively lagging behind.The main reasons for the government supervision of Jiangmen electric power industry are that it has not scientifically established the industry supervision thinking under the market economy;it has not timely promulgated the supporting supervision laws and regulations;it has not established a coordinated supervision and division system;it has not fully utilized the extensive social supervision.Finally,according to the problems and reasons,it summarizes the suggestions for improving the government regulation of Jiangmen's power industry.In this paper,the existing problems in the government supervision of Jiangmen electric power industry are pointed out.The first is to strengthen the system constructionand resolve the problems of overlapping and decentralizing supervision functions.Mainly from the clarification of the relationship between the State Energy Administration and other administrative departments of the government;to clarify the powers and responsibilities of the regulatory departments,clarify the regulatory functions.Second is to improve the government's regulatory functions to exercise balance and integrity.Mainly from the overall consideration of all aspects of supervision,strict supervision of construction technology,strengthen supervision of the power industry safety three aspects.Third is to strengthen information technology and enhance the scientificity of regulatory means.Mainly from the two aspects of strengthening information technology and improving supervision technology.The measures proposed have important practical guiding significance for improving the government regulation of Jiangmen's power industry.
