With the continuous development of the urbanization process,the traffic development in most domestic cities has also entered a bottleneck period and a saturation period.Although the first-tier cities such as Beijing,Shanghai,Guangzhou and Shenzhen have implemented the motor vehicle purchase restrictions and the number limitation policies,but the traffic congestion index still remains a high degree.Recent years,thanks to the promotion of the“bus priority”policy,although the pressure on the road traffic has eased,but it still be unable to meet the demand of residents for car travelling.The single person driving a motor vehicle is a waste of road resources and causing stress for the urban traffic.Under this background,it has become increasingly important to study in depth how to use the HOV lanes for humanized management and limit the low occupancy vehicles.Combine with the foreign research and the domestic practice,this paper has investigated the HOV lane of Shenzhen Binhai Road,which has the longest road mileage and the most systematic management model in China,and this paper has conducted the evaluation of the Binhai Road HOV lane.The research content of this paper mainly includes four aspects.Firstly,it has analyzed the relevant research and the application of the HOV lanes in mature countries,has compared and analyzed the domestic HOV lane development status and the deficiency currently;Secondly,it has introduced the traffic situation of Shenzhen,and has carryed out the traffic flow parameters,the rideshare rate on the Binhai road as well as the HOV lane.Thirdly,according to the actual situation of Binhai Road HOV lane,VISSIM is selected as the simulation software to build a HOV lane microscopic simulation platform,then the traffic flow characteristic evaluation index and the HOV lane characteristic evaluation index are established.The simulation platform has been tested and corrected for validity.Based on the evaluation index system that has been established,the traffic flow parameters,saturation,service level,the number of cross section transportation,per-person travel time and delays are evaluated,and having got the results;Finally,based on the evaluation results,combine with the relevant standards and regulations of foreign HOV systems,the setting condition of domestic HOV lanes are summarized,and the second survey was carried out on the Binhai Road surrounding area,including the travel demand and other aspects about the operating status.Based on the original situation,a new HOV lane is added and the optimization scheme is evaluated using the simulation platform completed and the effectiveness of the scheme is verified through the comparison of the evaluation results.The analysis and evaluation results show that the Binhai Road HOV lane has a help for reducing the flow and delays,increasing the average speed,service level and the number of cross section transportation.This provides a reference for the Shenzhen Traffic Management Bureau to run more HOV lanes.At the same time,it will also help Shenzhen to reduce the waste of road resources by driving alone,to tilt the road right to the high occupancy and the efficient transportation modes,to improve the efficiency of the road section transportation,to promote the travel structure optimization,and achieve the common travelling and the green travelling.
