Research On Cost Management Maturity Model Of Highway Construction Project

Cost management is an important part of project management in highway construction project, it is particularly important in an increasingly competitive market economysystem. How to improve the ability of cost management in highway construction projectand strengthen the enterprise’s competitiveness is the problem all the projectparticipants concerned.The owners are the proprietors of the highway constructionprojects, their cost management is in the leading position in the whole projectmanagement, and their behavior has the function as the guidance for others. The abilityof owner’s cost management directly affect the total investment and the benefit ofinvestment level.Research on project management maturity model has become an important subjectin the field of project management. By researching the cost management maturity of theowners in the highway construction project，we can analysis the ability of costmanagement and find out their weakness for the current cost management. Then theycan establish improvement plan according to the results for improving the level of that.So, research on the owner’s cost management maturity model in the highwayconstruction has the important theoretical and practical significance.Based on the theory of highway construction project cost management as the guideand the results of studying the domestic and foreign project management capabilitymaturity model. Considering the characteristics of highway construction projects, theowner‘s highway construction project cost management maturity model (HCPCM3) isfounded. Using the qualitative research combining quantitative research，we can foundthe evaluation index system of highway construction cost management maturity.Then,the indicators of the content and measurement methods are analyzed. After that,considering the comprehensive and fuzzy character in evaluating the owner highwayconstruction cost management maturity, this paper puts forward a new evaluationmethod which is combining the spider web model evaluation and Fuzzy comprehensiveevaluation. Then a case and its analysis process is given. Finally, this thesis hasdiscussed the application feasibility and concrete application process of highwayconstruction cost management maturity model.
