The Interaction Between State And Local Community

Putian mulanbei is a water conservancy project which was built in the Northern Song Dynasty during Xining and Yuanfeng period.The whole project was composed of key project(retaining dam)and supporting projects(ditches and embankments),with the functions of row,store,diversion,block and irrigation.Mulan Bei project is a great event to promote the development of Putian city,which was the product of the interaction between the country and the local.This article is divided into four partsIn the first part,it focuses on the early exploration of the construction of Mulan Bei project.The construction of water conservancy projects is often influenced by both natural and social factors.Putian locate in the southeast coast with mountainous and the sea,and the agricultural production is backward.During Tang and Song Dynasties,with the population moving and advanced technology of agriculture,made an opportunity for Putian to develop agriculture.Therefore,the late Tang Dynasty,the people in Putian built a series of small water conservancy projects,which made the face of Putian plain changed gradually.In Northern Song Dynasty,Qian Siniang and Lin Congshi which from Changle city tried to build a big bam in Mulan river and ended in failure.While,they still provided some valuable experience for future generations.The second part focuses on the successful construction of the key project and supporting projects of Mulanbei.During Xining and Yuanfeng period,the government encouraged the construction of water conservancy projects Under the background of Wang Anshi reform.Li Hong who is from Fuzhou came to Putian to build Mulanbei project.With the help of fourteen big family in Putian,Mulanbei project was built successfully.The third part focuses on the follow-up repair of the Mulanbei project and the role of the Beitian system.Mulanbei project is large and functional,which needs regular management and repair.Therefore,people set a system named Beitian to guarantee the operation of Mulanbei Until the Ming and Qing Dynasties,with the changing of society and economy,the Beitian system was broke down.Since then,the management of Mulan Bei was transferred from the hands of folk to the government.The fourth part focuses on the reasons of the successful construction about Mulanbei project.Mulanbei project can be regarded as the leading one at that time from scale,function,technology and cost.Without doubt,there was a profound historical background,especially the benign interaction between the national policy and the local society to Putian where could build such big project.
