In recent years,the world economy has shown signs of continuous warming.China's economy has emerged from the fore in this relatively stable economic environment and has become the most promising economy in the world,which not only makes China change its position on the international stage,but more importantly,has brought unprecedented development space to all kinds of domestic industries.In this background,China's heavy industry is also facing an opportunity of rapid rise.China's shipbuilding industry has benefited greatly from this economic development.Dalian Shipbuilding Industry Group promotes the comprehensive strength of the industry through continuous reform and innovation,chops down the major international competitors,and became the world's top ship design and manufacturing enterprises.However,it is also true that competition from domestic and international sources is becoming increasingly fierce.If Dalian Shipbuilding Industry Group wants to be standing firmly in this strong competitive environment,it must better enhance the core competitiveness of enterprises and strengthen its advantages in terms of quality,environmental protection,cost and safety through the HSE management system.The research object of this paper is Dalian Shipbuilding Industry Group Co.,Ltd.?abbreviated as Dacheng Group?,which belongs to China Shipbuilding Industry Group Co.,Ltd.In December 9^th,2005,the former Heavy Industry Company and the New Shipbuilding Industry Company were combined in accordance with the 16-word square of"complementary advantages,resource sharing,cost reduction and efficiency increase",established Dalian Shipbuilding Industry Group Co.,Ltd.This paper will help the big ship group to perfect the HSE management system through the method of theory and practice,help the company to solve the problems of safety,environment protection,cost,resources caused by the high-speed development.First,the paper shows four typical cases to introduce all kinds of problems and shortcomings in the current HSE system of Dalian Shipbuilding Industry Group,and then searches and combs the advanced theories and methods of HSE system,uses suitable methods and tools to analyze and study the problems in the HSE management system of Dalian Shipbuilding Industry Group,finds out the root cause of the current HSE system.Finally,based on the scientific HSE management system design and establishment method,this paper carries on the comprehensive revision and the consummation to Dalian Shipbuilding Industry Group's current HSE management system,thus guarantees the HSE management system to be able to play its due role,and protect the health and sustainable development of the Group.Through the scientific analysis and research,this paper will help Dalian Shipbuilding Industry Group to solve the problems in the HSE management system.It can not only help Dalian Shipbuilding Industry Group to fully use HSE management system,but also ensure the safety and reduce cost,and most of all,it helps the company to enhance the sense of protecting environment.The suggestions and countermeasures can serve as a reference for other enterprises in the same industry to solve similar problems.
