In recent years,the demand for high-speed railway construction is increasing with rapid economic development.The government has issued a number of related laws and regulations which provide safety assurance and direction guidance for the construction of high-speed railway projects.At present,in order to meet the needs of railway transportation,the central government has increased investment in high-speed railway construction with more projects in planning.However,high-speed railway construction has such characteristics of long distance,wide cover of region,complex geological condition and diffcult control of construction condition,and moreover high-altitude and underground operations are also involved in the construction,so there is a high claim of construction equipment and technology.All these show that safety management in high-speed railway construction is facing serious challenges.How to make accurate and comprehensive evaluation of high-speed railway construction safety has become significant.Therefore,this paper has carried out a research on safety management evaluation of high-speed railway construction.First of all,starting from the present situation of construction safety management of high-speed railway,this paper summarizes and analyzes the present research situation at home and abroad,based on which factors affect the construction safety of high-speed railway are analyzed and a theoretical basis for the establishment of the index system is provided.Then is the procedure of index system establishment.Through the introduction of the principle of establishing the index system,detailed analysis of revelant railway projects,and through expert consultation,this paper researches the current index system suitable for safety evaluation management of high-speed railway construction combined with the status quo of high-speed railway construction safety management in China.The evaluation index system is a screened and designed system combining the design principle of evaluation index system and the characteristics of high-speed railway construction and factors affecting safety.Following that,this paper establishes a safety management evaluation model for high-speed railway construction.Combined with the concrete practice of the safety management of high-speed railway construction in our country,the evaluation index system is established through the combination of literature research and expert investigation,and the safety management model of high-speed railway construction based on fuzzy comprehensive evaluation is built.This paper applies the method of calculating the weight of index based on fuzzy information-"expert consultation method" and "analytic hierarchy process based on triangular fuzzy number".Triangular fuzzy hierarchical method in the process of calculating the weight of the index could make up for the subjective scoring of the defects of experts,and could make expert more objective and standardized.At the same time this method has considered mostly of the uncertain information of construction safety management and ambiguity of expert judgment during calculation,introduced the uncertainty and ambiguity of the expert judgment information into judgment matrix,so that the uncertainty of the situation can be minimized to achieve the goal of conforming to the objective facts.Finally,the feasibility of the model is verified by case study.Relying on the construction of Jiqinggaosu Railway project,this paper applies the proposed evaluation index system and fuzzy comprehensive evaluation model for relevant guidance on safety evaluation and management,which demonstrates the feasibility of the model.
