Research On The Evaluation System Of High-quality Development Of Provincial Construction Industry In China

The report to the 19 th National Congress of the Communist Party of China pointed out that "China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development,and is in a crucial period of transformation of the development model,optimization of the economic structure,and shift of growth drivers." As a fundamental industry related to the national economy and people’s livelihood and a pillar industry of the national economy,the development and transformation of the construction industry will largely affect the process of realizing high-quality economic development in China.Therefore,to scientifically measure the level of high-quality development of the industry and guide industry participants to make clear how to promote the realization of high-quality development has become an important topic requiring in-depth research.Based on this,this paper takes the highquality development of construction industry in provinces of China as the research object,establishes the evaluation index system of high-quality development,and selects the appropriate evaluation method to comprehensively evaluate and systematically analyze the development level of construction industry.First of all,on the evaluation index system established,the research on the development of high-quality connotation and the basic concept of the construction industry development has carried on the thorough analysis,it is concluded that the construction industry in the development of high-quality scientific connotation,and then in a systematic construction development evolution and statistical analysis,on the basis of both the construction industry development level evaluation index,Identify the construction industry in the development of high-quality components and evaluation indicators,including the growth,development,green development,innovation development,coordinated development,the opening to the outside world,the enterprise quality,product quality in eight dimensions 17 secondary index 42 tertiary indicators of evaluation index system,as the basis of evaluation of construction high-quality development.Secondly,in terms of model construction,this study combed the commonly used evaluation methods of construction industry development and made a comparative analysis.In order to solve the problems of fuzziness in the evaluation process,incomplete data and information and incompatibility among indicators,selected the fuzzy gray matter-element model as the comprehensive evaluation model,where,To determine the weight,the improved tomographic analysis method based on triangular fuzzy number is adopted.Finally,collected statistical data in our country relevant indicators of 30 provinces and cities in 2019,using the built comprehensive evaluation model,to our country of north China,northeast China,east China,central China,south China,southwest,northwest seven regional dimension of the elements of the construction of high quality development,and an evaluation on the comprehensive level of analysis,and proposed the corresponding countermeasures and Suggestions.The empirical results show that the high-quality development of construction industry in China has significant differences among different regions,and the performance of different regions in various development dimensions is uneven,and the coordinated development of development elements among dimensions is also different.From the perspective of comprehensive development level,coastal areas are obviously better than inland areas.The comprehensive level of high-quality development of construction industry in South China,North China and East China is generally on the high side,followed by Central China,and Northeast,Southwest and Northwest regions are relatively backward.According to the results concluded that the construction high-quality development need to pay more attention to in the green,innovation,improve quality,coordination and benefits such as dimension.The government should promote the high-quality development of the construction industry by encouraging green development,coordinating cross-regional resource allocation,improving laws,regulations and industrial standards,improving quality supervision means,investing in technological innovation and supporting talent training.The results of the study not only enriches the theoretical system of construction industry development,the research train of thought on the development of high quality for other industries,and can be clear in the process of our construction industry to achieve high quality development need to grasp the focus of reform,to help the government construction high quality development policy,It provides theoretical guidance and effective support for the highquality development and transformation of the construction industry.
