Recently,global energy demand has increased and the problem of climate change and environmental pollution has become more and more serious.To this end,the world has agreed to develop a "low-carbon economy" and create a sound living environment for mankind.The power industry has huge carbon dioxide emissions,accounting for about 40 percent of the country's total carbon dioxide emissions.In order to effectively reduce emissions of carbon dioxide,the electric power industry must immediately take effective measures,such as the development of the efficiency power plant(EPP),wind and other renewable energy sources.While wind power generation and power grid integration is possible to produce low carbon,no pollution energy,but because this project will make it more difficult to regulate peak load,it puts forward a new challenge for the power system operation.Lack of regulation of the power load is one of the main obstacles to integrating large wind power.Beyond that,there is uncertainty and randomness in the production of wind power,which has a serious impact on the safety of the power system.This must be considered in the process of optimizing the power system.As a new technology,EPP not only can reduce carbon emissions,and has the characteristic of fle xible operation,which determines it is suitable for the new type of rotating standby power for power system operation.Because of these reasons,I will consider the efficiency of power plants,wind power and a low carbon economy to coordinate of the power system operation and optimization of the influence of the spinning reserve requirements in the study.In this paper,the problems of power system coordinated operation and optimal spinning reserve requirement with EPPs and wind power under low-carbon economy are studied.The EPP is modeled.And the flexible operation of two types of EPPs which is peak load shifting and Interruptible load are analyzed.Also,the energy flow of EPPs which is peak load shifting are analyzed.In addition,the performances of efficiency power plant in power peak-load shaving scheme and providing spinning reserve are clarified.Based on the output characteristics of wind power and EPP operating characteristics,this paper puts forward the multi-time coordinated operation strategy of power plant and wind power,the objective function of the model will take consideration of running period of fuel cost,cost of carbon emissions and pollutants discharge,wind abandon the wind punishment cost and consider the interruptible load compensation costs,make more advantages of comprehensive energy of efficiency power plant and wind system coordination.This study uses the revised IEEE RTS 96 system to simulate the proposed model,analyses the Energy of EPP combined with wind power,different configurations of power plants for optimal operation of the system energy efficiency and the energy efficiency of different capacity power plant's influence on integrated operation cost.The validity of the proposed model was proved through the simulation and analysis.This paper analyzes the influence of wind power in the rotation of system,take the uncertainty of wind power into the consideration of the system reliability index,Combine the principle of rotating spare capacity in a system with energy efficient power plant to establish the model of EPP and wind power system rotate spare capacity optimization.The target function of the model includes the fuel cost,reliability cost,carbon transaction costs of the running period,as well as the system spins the spare cost of the purchase.Using the modified IEEE RTS 96 system to simulate the proposed model,studied the comparison of the results of different rotary spare capacity optimization methods,the optimized results of the rotation spare capacity of the system are analyzed by different energy efficiency plants,and the impact analysis of different wind permeability.The validity of the proposed method was proved through the simulation and analysis.
