Research On Mode Selection Of Freeway PPP Project

Since the reform of the fiscal and taxation system,the government’s debt problem has become more prominent.How to ensure the construction of our country’s infrastructure is an important issue that needs to be solved under the condition of limited financial resources.The PPP model is a new model of cooperation between government agencies and the private sector.This model has more advantages than the traditional procurement model.In recent years,with the support of policies,the PPP model has been gradually promoted and applied in China,and has achieved good results.The highway project is an important infrastructure project in China and its construction plays an important role in promoting China’s economic development.With the continuous increase in the demand for expressway projects in China and increasing capital requirements,the introduction of the PPP model has become an important way to promote the development of China’s expressway projects.However,there are some problems that need to be solved in the practice of expressway PPP projects,such as the selection of highway PPP project model.Based on this,based on the analysis of the status quo of highway PPP project model selection,this paper studies the selection of highway PPP project model.First of all,the article analyzes the status quo of the mode selection of highway PPP projects and highways to be implemented.It concludes that the government departments have empirical defects in the mode selection and lack of scientific mode selection methods.Then,based on the analysis of the existing PPP project model selection methods,the paper concludes that the current PPP project model selection methods are mainly divided into two types: one is to build a system framework that can achieve initial screening of models,and the other is to select index systems based on models.Build a model selection model.Based on the analysis of PPP project model selection methods,the article constructs a preliminary selection system framework for highway PPP project model.Through literature review and actual investigation,the influencing factors affecting the mode selection of expressway PPP projects are determined,and a high-speed method based on Topsis method is constructed.Highway PPP project model selection model.In the PPP project model selection framework,the article uses the Analytic Hierarchy Process(AHP)to determine the index weights of the factors affecting mode selection,and uses triangular fuzzy numbers to process expert opinions.Finally,the article selected the Huozhou Expressway PPP project as a case to verify the model,and selected a DBTO model suitable for the operation of the project.Taking the expressway PPP project as an example,the article selects the status quo through the analysis mode,and constructs the mode selection framework and mode selection model for the mode.The system framework and selection model proposed in the article can lay the foundation for the selection of suitable models for highway PPP projects,and can also provide reference for government decision-making.
