Because of the development of economic and progress of society, the highways which were built early have reached or exceeded the design capacity. With traffic increasing in recent years, highways with four-lanes which were built early have to face emergence of traffic jams, it seriously affected the level of service and road safety. With reconstruction of ShenDa project beginning, for Chinese highways, a new era has arrived. Highways' reconstruction will become a new hot spot in the next 10 years. As the highways' reconstruction and extension work is often more complex than building a new highway, so we need to attach great importance to conduct a serious study.The article starts with the highways'mode selection, analyzes the factors which affects the mode selection of reconstruction and extension of the highways, then gives eight factors which have a significant impact on the mode selection, such as the cost, the conditions of the road itself. Taking Xitong highway as a example, conducted in-depth study of the cause in mode selection.National economic evaluation and financial evaluation, whose results have a critical influence on the construction of highways, are the two main aspects of economic evaluation. The article analyze the characteristics and principles of economic evaluation, the data involved, and specific methods of evaluation, it provides a scientific basis for decision-making.The article carried out a comprehensive description on the highway reconstruction, respectively, discussed security measures, land acquisition and road relocation in the application.At last, the article takes G104 as an example, which has been elaborated highway program selection, economic evaluation of the whole process and the corresponding policy application.
