As a new mode of investment and financing, the application of BT mode is becoming more and more widely in project construction. With the rapid development of society, more and more demand for highway construction, at present, BT mode has been widely promoted and applied and played positive effect, in the overall environment of the limited financial resources of local governments in our country, It is not only used for non-operating infrastructure projects, such as tunnels and bridges, but also can be used for construction projects, such as highway and railway. But the construction scale of BT mode of highway project is large, construction period is long, amount of project financing, many participants, and complicated legal relations among the members, all these have led to the larger risks in BT project. In view of this, effective prediction and evaluation of risk is very important to reduce the BT mode of highway project risk or reduce the risk loss and is the key to the success of BT mode of highway project. In the risk assessment process, how to achieve the quantitative of evaluation index and to obtain the accurate evaluation conclusion has far-reaching influence to investment decision of BT mode of highway project, which is the key content of this paper discussion and research.This paper studies on the risk evaluation of BT mode of highway project in Gansu Province. Firstly, this paper analyzes and summarizes the risk evaluation features of BT mode of highway project in Gansu Province and characteristics of highway project, and identifies risks of BT mode of highway project through field survey, on-site consultation, literature research and a lot of preparatory work, which aims to determine the main risk among all kinds of risk. Secondly, this paper determines risk evaluation index according to the characteristics of risk evaluation of Gansu Province and risk factors, combined with fuzzy comprehensive evaluation method and entropy theory to establish a risk evaluation model to evaluate the risk of BT mode highway project in Gansu Province, this paper puts forward corresponding countermeasures for the comprehensive risk every possible. Finally, from a practical angle, the paper analyzes the comprehensive risk evaluation model to verify its feasibility and practicability in the risk evaluation of BT mode of highway project in Gansu Province.
