A Study On Public Safety Risks Of Flight Delays In China's First-tier Cities

Flight delays have been an important urgent issue that must be solved in civil aviation field.In recent years,the collision of aircraft and the mass destroy the airport facilities which caused by the flight delays often happened,we can get a conclusion from that the large-scale flight delays are becoming normal.On the one hand,flight delays waste passengers' valuable time,on the other hand,it also make very big influence and waste on resources and resource allocation.If can not controlled effectively,the safety of the aircraft and airports will be subject to great threat,and easily to cause secondary threat or social panic.Therefore,the issue of flight delays have become the focus of society.From the angle of public crisis management,flight delays are full compliance with the characteristic public crisis,such as the sudden,diffuse,destructive,threat,uncertainty,public disorder,urgency,sociality,publicity and so on,which is a typical public crisis management subject with considerable practical significance.The thesis result in China's major cities six reasons of flight delays,using the knowledge of public management,and through literature study,face to face interview and comparative study method,found that China's urban public safety risk caused by flight delays,and problem oriented,draw lessons from foreign governance delays of public safety risk prevention experience of enlightenment,put forward China's major cities civil aviation flight response of public safety risks.After research,the conclusions is: Combining the situation of first-tier cities in China and abroad experience,problem oriented,we puts forward corresponding countermeasures from the aspect of perfecting the relevant administrative regulations and the introduction of third parties and so on,which form a complex solution system that break a single fixed mode that flight delays has been dealt with only by civil aviation and related units in the past.In order to prevent and built a set of effective solution of public security risks of the first-tier cities flight delays,we will fully mobilize the social various aspects strength,and inject new energy to the existing solutions.
