Research On Flight Delay In Chengdu Airspace From The Perspective Of Public Governance

With the rapid development of social economy and people’s increasing pursuit to the quality of life,the civil aviation industry is faced with the double test of the continuous increase in flight volume and the constantly upgraded demand for flight punctuality.Meanwhile,the operation mode of multiple airports in one city also arises at the historic moment in the development.There are three major civil international airports in Chengdu airspace: Chengdu Shuangliu,Chengdu Tianfu and the Nanjiao of Mianyang.Due to the shortage of air route resources caused by competition with air routes,the complexity of military transportation and general aviation activities,and the interference of illegal drone activities,the flight punctuality rate of Shuangliu airport once dropped to 55% in 2017,while the flight punctuality rate of Mianyang airport once dropped to one of the bottom in the world,which attracted wide attention.Flight delays not only cause flights traffic jam in the urban terminal airspace,but also rapidly increase the ground traffic pressure in the urban airport area,resulting in poor travel experience of passengers,slow delivery of express delivery,bad influences on tourism.What’s worse,it even induces mass conflicts,which greatly damage the image of airports,airlines,delivery companies and cities.The above problems caused by flight delays are not only efficiency and safety problems within civil aviation,but also gradually developed into urban public problems.For airports with an annual passanger throughput less than 20 million,flight delays are generally caused by internal reasons in the civil aviation system,such as bad weather,ground logistics support and insufficient capacity of airlines.But for large airports,which handle more than 50 million passengers a year and run more than 1,000 flights a day,operation involves more complex factors of production.It is added other public factors,such as the timetable of flight distribution of multiple airports in the same airspace,drone flight management,emergency response mechanism,rail transit interconnection,rapid evacuation of ground traffic,and public transport information release,etc.The management of flight delay in large cities involves many institutions,such as local government,"industry government" and operation unit.This paper explores and analyzes the deep-level causes of public problems caused by flight delays in Chengdu airspace based on the three major civil airports of Shuangliu,Tianfu and Mianyang in Chengdu airspace by using the theory of public governance and public crisis management.The reasons include insufficient government intervention on overlapping routes,lack of coordination among various departments of urban transportation,and insufficient government participation in emergency response to flight delays.By studying other governments’ experience of managing flight delays in other large city with multiple airports at home and abroad,this paper analyzes and summarizes the strategies and measures suitable for the Chengdu government to manage flight delays from the aspects of Chengdu government’s overall planning for the coordinated development of airports in the airspace,strengthening drone management,promoting the opening and use of low-altitude airspace,and coordinating the flexible airspace of the military.
