In recent years,with the continuous and rapid development of the urbanization process in China,the density of urban population has also increased year by year.The demand for fire and rescue in society is also increasing.Fire stations serve as grassroots fire protection organizations that guarantee the safety of people's lives and property in China.There is an important mission in firefighting.The development of society also increases the number of newly-built or upgraded projects in fire stations.Like other types of investment,the upgrading and expansion projects of fire stations also face the problem of investment risks.How to comprehensively analyze the upgrade and expansion project of fire stations from the perspective of risk assessment the risk situation has important theoretical and practical significance for reducing investment risks.This study takes the risk assessment of investment in upgrading and expansion of port fire stations as the research object,and focuses on exploring the use of quantitative methods to define investment risks.The article adopts a combination of theory and practice,and on the basis of reference to numerous domestic and foreign literatures on project venture capital investment and fire station construction investment,combining with the specific background of the port,to construct an investment risk assessment suitable for upgrading and expansion projects of port fire stations.The indicator system,by establishing an ANP-FCE risk assessment model,prioritizes the impact of each evaluation index on the overall risk,and uses a fuzzy comprehensive evaluation method to express the risk values of the four risk dimensions and the overall investment project risk value with quantitative data.It provides an effective quantitative method for risk assessment of related investment projects in port fire stations.On the basis of the evaluation method,the case study of the Qinhuangdao port fire station upgrade and expansion investment project was studied.It explained in detail how to identify risks,analyze risks,measure risks,and control risks in the process of risk assessment of investment projects of port fire stations under real environment.The process verified the feasibility of the risk assessment model constructed in the study.In this study,a network-level analysis method combined with a fuzzy comprehensive evaluation method was used to perform risk analysis on the specific project types of fire station upgrading and expansion.There were certain innovations in the research objects and model construction,and they were fire stations.The identification of projectinvestment risks for new or upgrade expansion types provides a proven method.The main conclusions drawn from this study are that the factors affecting the investment risk of the port fire station project come from many aspects.Through the relationship between the various influencing factors,the order of the risk size can be determined,and the risk value can be determined by a certain algorithm.The investor can Accorded to the size of the project risk and the specific distribution of risk,develop corresponding risk response measures.
