As one of the important measures to ease the increasingly severe energy shortages and environmental problems in China,new energy vehicles(NEVs)have been popularized for more than a decade.However,the current proportion of NEVs is only 3% of total passenger vehicles,which is lower than one-tenth of Norway's share.Does a NEV that enjoys a large number of policy preferences from the central and local governments do not have purchasing advantages? Why is it faced with the "push but not wide" dilemma?From the perspective of consumers,this article establish a life cycle cost(LCC)model of NEVs based on the life cycle theory,to analyze whether it has a cost advantage and what is the advantage;At the same time,the LCC of each NEV and policy incentives,number of charging piles,technology,and gasoline price is used to analyze the influencing factors of NEV' sales.The research results show that the LCC advantage of NEV mainly comes from government policy subsidies and free licenses.From a city-level perspective,the cost advantage of NEVs in first-tier and above cities is higher than that below first-tier.From the automotive level,the cost advantage of high-end NEVs is higher than that of low-end and mid-to low-end vehicles.From the perspective of service life,longer service life has more advantages.The empirical regression results on the influencing factors of NEVs' sales prove that the number of charging piles and purchase restriction policies all have a significant direct effect on the sales of NEVs.The number of charging piles and fuel prices can have an indirect impact on the sales of NEVs through the life cycle costs of intermediary variables.Therefore,NEVs' promotion need the popularization of charging piles and the promotion of preferential policies of the country.Technology's support for NEVs remains to be further developed.
