Study On The Plalnning Strategies Of Keketuohai Town Based On Functional Transformation

As urbanization speeds up and resource of resource-based cities gradually depletes,resource development has led to the sharp contradiction between economic decline and environmental degradation for long term.Independent industrial and mining areas,emerging as the important energy resource,have greatly contributed to the construction of national economy,which,however,has been constrained in its transformation with the depletion of resource reserves.Although national policy has made policies,it still is challenged with difficulties in industrial transformation,ecological protection and livelihood improvement inhabited by historical and practical factors.The green transformation for industrial and mining areas should depend on differentiated views to apply various development routes fo r ones with diversified development cycles and types.The transformation of resource-based cities is in critical period,when the industrial cultivation and management system are still in exploration.In this paper,the theory and practice aims to explore the planning strategies for the similar small towns with the features of independent industrial and mining areas,implying important meaning.In this paper,Keketuohai in Fuyun,County,Xinjiang Uygur Autonomous Region is taken as an example to pay attention to the industrial transformation,social transformation,spatial reconstruction and ecological construction,etc.theories and methods including sustainable development,life cycle,points to axis,new urbanism an city ecology,etc.are applied to address the problems in the transformation of small towns' planning,further establishing the fundamental strategies and methods suitable to the similar small towns' planning.For Keketuohai,under the request and support of national ministries,relocation and resettlement work of industrial and mining areas has been initiated.The special support policies and funds from the country and autonomous region have played a good job in Keketuohai's transformation.This paper has put forward the strategies from the view of resource,environment,space,industrial association,ecological environment management and city safety,etc.with the aim to address the industrial development,land use layout,environmental management and spatial reconstruction,etc.of small towns during the transformation period.This paper tends to explore the common issues of similar towns,rather single Keketuohai,to ultimately seek out the ways to solve the urban planning during the transformation period.
