Sponge city construction promotes a low impact development model that conforms to nature,and is an important concept put forward by the Chinese government to transform backward urban planning and design,and build sustainable cities.However,according to the public's perspective on the concept of sponge city construction,the accumulation of technical theories and engineering practices,and the construction of management mechanisms,it is very difficult to build a sponge city,and promote sponge city construction throughout the country.In this context,the study of the conduction mechanism and preventive measures of the risk of the sponge city construction is beneficial to the further implementation of the relevant documents,which is beneficial to the sustainable development of the construction of the sponge city,and is of great significance for the government to promote the construction of the sponge city.In order to study the conduction mechanism and preventive measures for the risk of sponge city construction,first of all,this article defines the concepts of sponge city,sponge city construction risk,sponge city construction risk transmission mechanism,and introduces domino theory,energy transfer theory and energy release theory,etc.Secondly,using the classical grounding theory to identify the risk sources,conduction carriers and risk receivers in the process of sponge city construction,and to analyze the conduction mechanism of sponge city construction risk.Then,the system dynamics is used as the simulation tool to draw the causality circuit diagram and the stock flow chart,construct the system dynamics equation,determine the parameter values of each variable,and take the Yuelai new town in Chongqing as an example to simulate the risk conduction effect of the sponge city construction.Finally,based on the risk conduction mechanism,from the three main elements of risk source,risk transmission carrier and risk acceptor,the risk prevention measures are put forward in order to block the path of risk conduction.It is found that the risk conduction mechanism of the sponge city construction means that the risk energy is released under the interference and influence of the internal and external uncertainties,depending on the conduction carrier of the technology and funds among the stakeholders,and along the construction process of the sponge city construction to the other links of the construction project or the related stakeholders,eventually leads to the departure or failure of the goal of sponge city construction.Through qualitative analysis,this paper identifies 24 risk sources,5 risk conduction carriers and 7 risk recipients,and builds the risk conduction mechanism.Through quantitative analysis,it is found that the sensitivity of "management risk" is the highest in the construction of yuyai new town,and then "capital risk","social risk","ecological risk" and "technical risk".The key to the risk prevention of the sponge city construction is to block the risk conduction path,to restrain the risk energy of the risk source,to reduce the transmission efficiency of the risk carrier and to improve the risk threshold of the risk recipient,which can effectively prevent the outbreak of the risk of the sponge city construction.
