Application Model And Risk Assessment Of PPP In Sponge City Construction

In the report of the 19 th National Congress of the Communist Party of China,President Xi Jinping pointed out that "China must continuously promote the reform of the ecological civilization system,and take the socialist concept of ecological civilization as the guiding ideology to promote the construction of beautiful China while realizing the harmonious development of man and nature.The construction of the sponge city is an important way to achieve the promotion of ecological civilization in the country.Due to the many single projects involved in the construction of the sponge city,such as the construction of rain and sewage pipe network,flood control facilities,greening landscape projects,etc.,the total construction cost is about 160 to 180 million yuan per square kilometer,which shows that the investment gap is huge.Since 2012,China's GDP growth rate has dropped.In the past,the era of real estate driving the economy has gradually come to an end.Due to the characteristics of China's developing countries,the demand for infrastructure construction is large,and local governments have accumulated a large amount of debt,the PPP(public-private-partnership)model will effectively Providing solutions to these contradictions,this model can improve the efficiency of operation and maintenance in the professional field while introducing private investors into the urban infrastructure construction and operation areas and alleviating government debt.PPP can not be used as a master key to solve the government debt problem.Due to the large investment,long cycle,risk source and complex contract of PPP project,whether a project is suitable for adopting PPP mode is largely determined by the project content,namely,operational and public welfare projects.Should be packaged reasonably.Based on the theoretical analysis,this paper introduces the actual case of sponge city construction in a certain city.It mainly studies the following three aspects: First,the operation mode of the project,summarizing the characteristics of capital flow,operation and maintenance,performance appraisal of Sponge City PPP project,and guaranteeing The principle of reasonable implementation of Sponge City PPP project;the second is the analysis of project funds and income,discusses the effective financing methods in the market and the form of investment return of environmental protection municipal projects,and quantifies the benefits and profits of the sponge city project.The third is the risk assessment and analysis during the actual operation of the project.It proposes corresponding countermeasures for the problems that have actually occurred,and gives preventive suggestions for risks that have not occurred and have a high probability of occurrence.Through the above research,we have combed a set of PPP mode operation schemes suitable for sponge city construction.In general,when highly appraising the application value of the PPP model,all parties involved in the project should clearly understand their respective roles,responsibilities,risks,and returns,and rationally mobilize the enthusiasm of all parties.The specific conclusions are as follows: First,both parties should recognize PPP.The core of the model is risk sharing.It is not the pressure to introduce social capital links alone.Second,the construction of sponge cities is complex.Whether the sub-items are indeed necessary for implementation must be fully demonstrated and evaluated in the early stage of the project.The flow of form will transfer the risk to the project implementation process;the third is that the development of PPP should be promoted to the legislative level,and the government should provide corresponding support and assume the responsibility of sound law.In order to develop the PPP project in an orderly manner,both parties should pay attention to the analysis and compilation of actual cases in relevant fields and summarize the experience to minimize the risk.
