Study On Operational Risk Of Yuxi Sponge City Project

With the development of urbanization,the problem of urban waterlogging and rainwater management has become increasingly serious.China has introduced the concept of sponge city development,encouraged the use of PPP model,and vigorously promoted the construction and operation of sponge city nationwide.In China,sponge city field generally focuses on construction and operation,but operation management lasts for a long time in the whole sponge city project life cycle,with high complexity and great coordination difficulty.In practice,it is gradually found that later operation management plays an important role in achieving the planning and construction goals of sponge city.Even though the construction of sponge city is completed,if the operation and maintenance management is poor,it still can not play a full role,so it is necessary to analyze and study the operation risk of sponge city project,and properly deal with it.In recent years,many sponge city pilot projects in China have been gradually completed and entered the operation and maintenance stage.This paper takes Yuxi sponge city project and other similar projects as the research object,deeply analyzes the operation risk characteristics of sponge city under PPP mode,and takes the development and operation risk of sponge city from policies and regulations through literature analysis,Delphi and other research methods,management system mechanism,capital,technology,environment and other aspects are analyzed to identify the main risk factors in all aspects,and the list of risk factors is obtained after sorting out and analyzing.Because the operation risk of sponge city project has the characteristics of fuzzy boundary and high uncertainty,this study uses AHP fuzzy comprehensive evaluation method to evaluate the operation risk of sponge city.Build a hierarchical analysis structure,set up a high-level expert group from different departments and positions familiar with sponge city operation management.Through the expert group's in-depth study and evaluation of risks,rank the main risk factors such as insufficient operating costs,imperfect management mechanism,and incomplete policies and regulations,and use the fuzzy comprehensive evaluation theory to link the operational risks Quantitative evaluation of uniformity.According to the results of risk assessment,targeted risk response and monitoring measures are taken.This paper studies the operation risk of Yuxi sponge city project under PPP mode,combs the operation risk management path of Yuxi sponge City,improves the long-termmechanism,through the construction and operation of all kinds of pilot projects,conscientiously summarizes the experience of pilot operation risk management,and provides replicable and popularized Yuxi experience and Yuxi mode for the same type of cities in Southwest China.It can fill in some gaps in the field of operation and maintenance management of sponge City,and can be applied to other similar cities,and provide reference for operation and maintenance management and risk response of subsequent sponge city projects,which has certain reference value.
