With the continuous development of society,the energy crisis has become the focus of the 21 st century.To cope with the problem of insufficient energy supply,China is adjusting its energy structure to improve energy production efficiency.The position of the electric power industry in our country's energy structure plays a decisive role.Easing China's energy challenge by improving the efficiency of the electric power industry is undoubtedly the key path.Since 2002,China has vigorously promoted the market-oriented reform of the power industry and gradually changed the highly monopolized state of China's power industry.Through more than ten years of reforms,China's power industry has exceeded the United States in terms of power generation and installed capacity,ranking first in the world.Under the background of market-oriented changes,the efficiency status of China's power industry,whether there is further room for improvement,and whether there are differences in efficiency between different regions are all issues that this article wants to explore.Therefore,this paper focuses on the technical efficiency and influencing factors of China's power industry,studies the trend of changes in the technical efficiency of China's power industry,compares and analyzes the technical efficiency of the three regions and different provinces and cities,and proposes feasible solutions based on the analysis conclusions.Suggestions and countermeasures.This article first introduces the related theories and concepts,reviews the relevant literature reviewed,and proposes the research direction of this article on the basis of summarizing the research of predecessors;secondly,it introduces the current situation and future trends of the development of China's power industry,and selects inputs,outputs and Environmental variables provide reference information;in addition,this paper introduces different methods and models of technical efficiency research,comprehensively compares the advantages and disadvantages of various research methods,establishes the analysis model of this paper,and introduces the data sources and related indicators of the research;Through static and dynamic efficiency analysis,the relevant conclusions of our country's power industry technical efficiency are drawn.The specific analysis route is as follows: First,use the three-phase DEA model to analyze the technical efficiency of China's power industry in 2015.After eliminating external environmental factors and random errors,obtain more real technical efficiency values in each region;second,use three-phase DEA and The Malmquist Productivity Index analyzes the dynamic efficiency of China's power industry from 2010 to 2015,and performs regional and K-means clustering analysis based on the adjusted dynamic efficiency results.Finally,according to static and dynamic efficiency analysis results,China's power industry technology is proposed.Efficiency improvement suggestions and countermeasures.The main conclusions of this paper are: using the three-phase DEA model analysis,the second stage SFA regression analysis results show that the model passes the test,and the three environmental variables of technological progress,environmental regulation,and industrial structure all pass the significance test to the input slack variable,indicating that it is necessary Remove external environmental factors and random interference.The adjusted technical efficiency value is significantly different from that before adjustment.Without considering the external environment and random factors,the traditional DEA analysis results will overestimate the technical efficiency of China's power industry.After adjustment,the technical efficiency value of the power industry in most regions will decline.As for the trend,pure technical efficiency in various regions is underestimated and scale efficiency is overestimated.Among environmental indicators,an increase in the proportion of technical progress indicators will increase technical efficiency,while an increase in the proportion of environmental regulation and industrial structure will inhibit efficiency.The analysis of the dynamic efficiency of the Malmquist productivity index based on panel data shows that the average growth rate of the dynamic efficiency of the power industry after removing the external environment and the random error is 4%,the technical progress index is 1.025,and the technical efficiency index is 1.015.Through regional analysis and cluster analysis,it can be seen that the dynamic efficiency of the western region has grown fastest,and is higher than the eastern and central regions in terms of technological efficiency and technological progress.The rate of technological progress and scale efficiency indicators has increased significantly in the eastern region,while the central region is Each decomposition index lagged behind other areas.Based on the analysis conclusions,the paper puts forward the following countermeasures and suggestions: Strengthen technological innovation,further increase the proportion of non-fossil energy generation;Strengthen environmental regulation,long-term strict regulation will help improve the technical efficiency of the power industry;adjust the regional industrial structure,gradually We will increase the proportion of service industries and reduce the proportion of high energy-consuming secondary industries;promote regional technological exchanges;and the central region must actively learn advanced technological experience from the eastern and western regions.
