The current global trade growth has further slowed down,and the basic pattern of trade growth below economic growth has not been fundamentally reversed.The rise of protectionism,especially under the circumstances of US unilateralism and power politics,has created a global trade tension and brought great uncertainty to the global economy.The 'Belt and Road' strategy is an important support for China's national strategic development in the new period and an important guarantee for China to achieve high-quality development in the face of adversity.As an important hub of the 21st Century Maritime Silk Road,ports have a strong support and pulling effect on the development of cities and economies in China.In this context,a quantitative measurement of the operating efficiency of China's major coastal ports is provided to provide a reference for the future development of China's major coastal ports in the context of the 'Belt and Road'.Aiming at the limitations of the traditional DEA model and the Malmquist index model,this paper uses a three-stage super-efficiency SBM model and a three-stage global Malmquist index model to quantitatively measure and analyze the static and dynamic efficiency of the port.The results show that:(1)From 2013 to 2018,China's major coastal ports along the 'Belt and Road' have a higher ability to use the existing production and operation infrastructure to obtain maximum output,but the problem of the port's mismatch with the development status is more prominent.The static efficiencies of different port groups are quite different.The port groups in the Yangtze River Delta region and those in the Bohai Rim region have the highest efficiency,followed by the port groups in the Pearl River Delta region.At the same time,the efficiency difference between the ports in the Pearl River Delta Port Group and the Southwest Coast Port Group is obvious.(2)From 2013 to 2018,China's major coastal ports along the 'Belt and Road' have improved their operating efficiency.This is mainly due to the joint improvement of comprehensive technical efficiency and technological progress.Among them,technological progress has played a leading role in improving the operating efficiency of China's major coastal ports.The efficiency of various regional groups along the Chinese coast has been improved,and the improvement of the port group in the southwestern coastal areas is relatively most obvious.
