| In recent years,the PPP(Public-Private Partnership)mode,as a cooperation model between government and social capital,has great application prospects in the infrastructure construction of public facilities.This model not only solves the problem of government financial shortage,but also improves the operational efficiency of the project.However,due to the late start of China’s PPP model and the characteristics of the infrastructure construction project,there are many problems in the application and development of PPP model.A large part of the reason is due to the improper management of PPP projects,which results in the project failing to achieve the expected goals.One of the measures to solve this problem is to comprehensively manage and control the whole life cycle of PPP projects,adopt appropriate methods to evaluate project management,and identify key influencing factors of project management,so as to improve the management level of PPP projects.This paper starts with the basic theory of PPP project and project management,expounds the relevant theories of PPP project management and analyzes the whole life cycle of PPP project,which is the basis for the whole life cycle management evaluation of PPP projects.On this basis,the PDRI evaluation method used in this paper is introduced in detail.In addition,based on the analysis of the life cycle project management elements of the PPP project,the paper establishes a project evaluation index system and describes the project management work content through the work breakdown structure.The improved analytic hierarchy process of entropy weight is used to calculate the weight of each element so as to build the PDRI evaluation model.The research shows that more attention should be paid to the work of the PPP project in the early stage of decision-making,in order to improve the efficiency of project decision-making and management in project implementation.The PDRI evaluation model established by this research can achieve the following objectives:predict and analyze the project management work required before the project is executed,and define the scope of project management.It can effectively predict,avoid and reduce the risk that may arise in the process of project implementation,which will benefit the performance of PPP project implementation. |
