The Social Benefit Analysis And Assessment Of High-speed Railway Based On The Theory Of Variable Fuzzy Sets

The high-speed railway is a major scientific and technological achievement in the course of China's modernization.It reflects the level of science and technology and the overall national strength of China.As a major national infrastructure project and people's livelihood project,high-speed railway has extensive and far-reaching social benefits,which has greatly promoted the development of the national economy.Economic benefits and social benefits are the two core benefits that must always be adhered to in the process of high-speed railway construction.The lack of efficiency in any aspect will have a negative impact on railway development and even on the entire society.The economic benefits of high-speed railways can be quantitatively calculated by means of finance,statistics,etc,but the social benefits of high railways are difficult to measure.In this paper,the concept of high-speed railway and the characteristics,principles and theoretical foundation of the social benefit evaluation of high-speed railway are systematically expounded.This paper analyzes the social benefits of high-speed railway from three aspects:national level,regional level and industry level.Through analyzing various evaluation methods that can be used for the social benefits of high-speed rail,this paper puts forward the use of variable fuzzy set theory to evaluate the social benefits of high-speed railway,determines the social benefits evaluation index of high-speed railway and constructs the index system.Based on the current situation of high-speed rail in China,14 high-speed railways were selected as samples to reflect the social benefits of high-speed rail in China.Taking Wuhan-Guangzhou high-speed rail as an example,social benefits were evaluated from the national,regional,and industry levels,and this method was extended to 14 representative high-speed railways.According to the comprehensive situation of the social benefits of high-speed rail,this paper puts forward that the high-speed rail in China is divided into significant benefit type,balanced benefit type,heavy benefit and insignificant benefit type.Based on the problems in the development of high-speed railway in our country,this paper puts forward some suggestions to further improve the pre-evaluation mechanism of railway project and the subsidy mechanism of railway transportation.
