Research On The Benefit Of Social Capital In Intercity Railway In China From The Perspective Of PPP

Railway is a strategic and overall important infrastructure,with large volume,all-weather,low-cost,energy saving and environmental protection characteristics.China's railways are at a rapid development stage,the annual increase in investment is not less than 700 billion,and the railway Corporation has maintained 65% of the level of assets and liabilities,it is difficult to support the huge construction of China's capital demand for railways.Therefore,the Intercity railway project needs to introduce social capital to promote investment and financing system reform.For the potential railway social capital,the problems such as direct investment benefit is not obvious,the upfront construction investment is huge,the income liquidation system is complex and so on,they must face the realistic predicament.Compared with the high speed railway main road and the general speed Railroad,our country Intercity Railroad project has the independent pricing power,the local government investment dominates,the investment moderate and so on,and our country PPP pattern development has the higher coincidence.Therefore,this article bases on solving the benefit analysis and guarantee of social capital participating in the PPP project of Intercity Railway,explores the direct and indirect benefits of social capital,and then puts forward the targeted benefit safeguard measures.The main research methods are literature analysis,non-linear programming,questionnaire survey and case study.First of all,this paper introduces the concepts of social capital and Intercity railway,based on the analysis of economic benefit and the privatization of railway,analyzes the PPP mode of intercity railway under certain conditions,and then analyzes the types of social capital and the mode of participation in the PPP project of Intercity Railway.Then through constructing the direct benefit Non-linear programming model of the construction party,the financial investor,the special operation Enterprise,combining the characteristics of the Intercity Railway PPP project,using the Lingo software to solve the project plan of maximizing the benefit,this paper analyzes the influence of each variable on the direct benefit of the social capital side,Put forward the targeted benefit improvement Program.Through analyzing the indirect benefit index of railway project,according to whether the social capital party can directly perceive or enjoy the standard,it is divided into the benefit of social capital side and the benefit of the non social capital side,the significance of the questionnaire of some design experts who benefit directly,and the indirect benefit part is studied quantitatively.Finally,combined with the results of the direct benefit and indirect benefit analysis of social capital,the paper decides the comprehensive benefit of the social capital in the PPP project of Intercity Railway,and divides the PPP project of intercity railway into four types from the angle of social capital.It is convenient for the social capital party to choose the Intercity Railway PPP project which is in accordance with its expected benefit target.
