The Statistical Communique on National Economic and Social Development of the People's Republic of China shows that in 2017,China's real estate development investment and infrastructure investment totaled 2,490.4 billion yuan;in 2015 and 2016,real estate development and infrastructure investment amounted to 20 trillion yuan and 220,000 yuan.100 million yuan.According to statistics,China's annual real estate development and infrastructure investment is huge,and construction projects are of great importance to the national economy and people's livelihood and the safety of people's lives and property.The construction project bidding system is an effective measure to maximize public interest in construction projects.Therefore,studying the bidding system of construction projects not only has the significance of maximizing the benefits of national property use,but also has great significance for safeguarding people's lives and property.Especially for the construction safety accidents of construction projects that have occurred in recent years,how to prevent and reduce the occurrence of such safety accidents and reduce their hazards,so that they can be prevented and controlled at the source,a good project evaluation must be established.Standard system.Therefore,it is extremely urgent to study the evaluation of bidding schemes for construction projects,and it has great practical value and theoretical significance.This article first clears the entry point for the study.Under the agreement of the comprehensive examination of the bidding candidates,it is determined that the bid evaluation problem of the construction project belongs to the multi-objective problem,so the multi-objective decision-making method will be started.At the same time,this study uses the value coefficient of value engineering theory as the final criterion for judging the merits and demerits of bidding candidates for construction projects.Under the guidance of value the social dimension.The dimensions of the bidding plan are considered,and the evaluation index set model of the construction project bidding plan is established.At the same time,the evaluation index set of the construction project bidding plan is constructed based on the model.In the weighting of the evaluation index of construction project,the idea of combined empowerment is adopted.From the perspective of the importance of the evaluation index of the bidding scheme of the construction project and the evaluation index,the expert scoring method is used to evaluate the subjective weight of the evaluation index.And the entropy weight method objectively empowers the evaluation indicators.Among them,the subjective empowerment is handled from the perspective of the importance of different evaluation indicators,and the objective empowerment is handled from the perspective of the different bidding schemes under the same evaluation index,and the indicator level and the program level are integrated.Based on the above research,the evaluation model of the construction project bidding scheme based on the TOPSIS method and the value engineering theory under the guidance of comprehensive evaluation thoughts is established.After the actual case analysis,the model is scientific,effective and applicable.The innovation of this paper lies in:using the value engineering theory to guide the improvement research on the evaluation method of the construction project bidding scheme,and using the theoretical method to guide the practical work from a unique perspective.The introduction of the TOPSIS method under the framework of value engineering has realized the fusion of theory and method.The selection of bid evaluation results is viewed from the perspective of the interests of the tenderers.When the value coefficient of the bidding proposal is greater than 1,and the "price/performance ratio" is higher,it is the "satisfactory" candidate for the bidder.The ranking of the bidding schemes for construction projects is only to analyze the problems from the perspective of the bidding scheme.However,according to the idea of "cost-effectiveness",the bidding scheme for the construction project is determined from the perspective of the interests of the bidders.It starts from the microscopic perspective and controls from a macro perspective;it analyzes the bidding activities of construction projects in a three-dimensional analysis of the construction bidding program.It is expected that the research ideas and methods of the evaluation of construction project projects and the results of model research can enlighten and draw lessons from future researchers.On this basis,we will conduct in-depth research on the bidding system of construction projects and improve the bidding system in China.The construction promotes theoretical innovation.
