The Ice Silk Road is a new maritime transportation corridor in the high latitude area of Northern Hemisphere.The establishment of the Ice Silk Road between China and Russia is in the common interest of both countries and plays an important role in the integration of Arctic waterway resources and infrastructure construction along the route.From the perspective of China,the Ice Silk Road can be regarded as a northward extension of the Belt and Road.Its opening and operating will greatly shorten the maritime transportation distance from China to Western Europe and promote interconnection between regions.Port,as an important part of the global shipping network,plays different roles such as transiting and feeding according to its function and position in the process of international cargo transportation.Based on the opening of the Ice Silk Road,this paper selects Shanghai,Dalian and Shenzhen as the hub ports by constructing the network of container ports along the coast of China and proposes some countermeasures and suggestions.First of all,this paper expounds the background and significance of the research and summarizes the relevant literature of the Ice Silk Road,port evaluation,hub selection and port network construction.Based on this,the framework of this paper is proposed.Secondly,this paper discusses the related concepts and basic theories.Thirdly,this paper analyzes the internal and external environment of the development of the mainland China container ports under the background of the Ice Silk Road from four points:strength,weakness,opportunity and threat.Fourthly,this paper constructs the evaluation index system from there aspects of productivity,attractiveness and developmental potential and then uses Entropy Weight TOPSIS method to evaluate the hub potential of container ports of mainland China and analyze the ranking results.Finally,this paper constructs the hub selection model with the lowest cost as the objective function and the genetic algorithm is introduced to solve this problem.After obtaining the optimal connect ways of container ports of mainland China and selecting three hub ports,this paper proposes corresponding countermeasures and suggestions according to the different function and position of these container ports.
