Research On Practical Difficulties And Countermeasures Of "The River Chief System "

Under the call of the full implementation of the river chief system,the river chief system has been established everywhere,which is controversial in the theoretical circle.How to make it a long-term governance mechanism,there are still many points worth exploring.Based on relevant research on river management and the river chief system in China,combined with experience of watershed management in foreign countries,this paper tries to develop the theory of this system.Jiangsu has achieved remarkable results in a short period of time based on ten years of practical experience,but still faces many difficulties.Therefore,this article hopes to analyze the practical difficulties in Jiangsu and analyze the reasons,and put forward suggestions for improvement.There are four public resource governance theories in the academic circle.This paper holds that the collaborative governance under the leadership of the government can make up for the defects of the bureaucratic system and allow full play to the function of the market and the public,which is the most suitable model for the river and lake governance in China.From the definition of the concept of the river chief system,the origin and development of that in Jiangsu are analyzed through the review of the literature survey.It highlights difficulties such as weak operation foundation and anomie of government behavior,including the shortage of funds,less professional personnel,inadequate staffing of coordination institutions,lack of management consciousness,weak sense of responsibility,and weakening of the river chief office.In addition,because of the mass littering and encroaching on the coastline and other behaviors,it also brings obstacles to the water management.Due to the chronic disease of our administrative system,the lag of judicial system,the river chief system is "born deficient".The supervision mechanism is not perfect.The assessment indicators simply result in poor assessment effectiveness,the accountability result is not specific,the chain of responsibility is not clear,the coordination mechanism is not specific,and its own mechanism is not sound,which also influences the function of the system.However,the public spirit of the whole society has caused the pollution behavior of the masses and enterprises,and the river chief has not paid enough attention to the water management.Through the analysis of the case of the Tennessee River Basin in USA,the case of the Thames River in the UK and the case of the Murray Darling Basin in Australia,the successful experience is summarized in collaborative governance.It includes setting up a unified and authoritative coordinating unit,specific and operable indicators,rewards and punishment system,public participation and comprehensive management and so on.Combining the theories of Collaborative Governance and the Holistic Governance,and the thought of the Administrative Coordination,this article put forward the solutions from the perspective of government,such as organizing the market and the public,which could provide a reference to the practice.The government should strengthen legislation and law enforcement,revise the law according to the actual situation,and carry on a holistic reform in the administrative system,which shall improve the operation background.Lay a solid foundation from many aspects such as consulting professionals,acquiring funds through multiple channels,establishing information platform.Improve the river chief system by establishing the responsibility chain,perfect the assessment system and the accountability system.The use of market policy tools is also particularly important,such as using the market to promote the upgrading of sewage enterprises and let the market participate in the conservation of rivers and lakes so that it might improve governance efficiency and effectiveness.On the other hand,it is necessary to promote public awareness through publicity and community activities.And the system should also broaden the channels for public participation in governance.
