Study On River Chief System In The Perspective Of Collaborative Governance

At present,China’s river and lake system there is an extreme shortage of water resources,water ecology is seriously damaged,water and drought disasters occur frequently and other outstanding problems,the management and protection of rivers and lakes situation is serious.The Central Committee with Comrade Xi Jinping at the core accelerate the construction of ecological civilization and economic and social development from the overall situation,to make a major strategic plan for the full implementation of the river chief system.The implementation of the river chief system has played an active role in strengthening the main responsibility of the local government for water environment management,coordinating various functional units to collaborate in water management,and integrating social resources to participate in water environment management,forming a synergistic mechanism of up-and-down linkage,left-right interaction,and joint participation of the whole society.However,the path-dependency effect makes the new system still cannot get rid of the influence of the original governance model,resulting in the actual operation of the river chief system still faces problems such as poor collaboration between the upper and lower levels within the government,between various functional departments,and between the government and society,which hinders the effective management of the water environment and the smooth implementation of the river chief system.Therefore,collaborative water management research that emphasizes the cooperation of multiple actors is necessary.This paper takes the river chief system in Yan’an City as a case study.Based on the perspective of collaborative governance,we use literature research method,interview method and case study method to analyze the problems of collaborative governance in the river chief system in Yan’an City from three aspects: the synergy between upper and lower levels,the synergy between departments and the synergy between government and society,and explore the root causes of these problems.Based on the experience of advanced water environment management cases in China,we propose to build a top-down synergistic mechanism by improving laws and regulations,improving assessment mechanisms,improving financial guarantee mechanisms and strengthening the effectiveness of grassroots organizations,improving cross-sectoral collaborative mechanism by enhancing the authority of the river chief office,attaching importance to procedural collaboration and target-oriented,and optimizing the path of collaborative governance of multiple subjects by establishing public participation mechanism,fostering and growing environmental organizations and enhancing the enthusiasm of enterprises in water management,in order to build a more perfect collaborative mechanism of river chief system,and also to provide some realistic reference for improving the river chief system in other regions of China.
