Photovoltaic solar energy industry is a sunrise industry full of opportunities and challenges.Its unique industrial characteristics and strategic position have attracted great attention from governments,industrial and commercial enterprises,and scientific research institutions from all over the world.Major economies and industrialized countries in the world are vigorously developing the photovoltaic industry to encourage and increase investment in photovoltaic industry and R&D of core technologies.Although China's photovoltaic industry has already begun to take shape,due to the late start there is a lack of market supervision,vicious competition,overcapacity,lack of product terminal market development,weak research and development capabilities of new technologies,lack of manufacturing capabilities of key equipment,and slow development of new materials.The financial subsidy mechanism needs to be improved and the industrial support policy needs to be strengthened,such as urgently needed solutions.The most important is the lack of top-level design,no complete and effective industrial support policy,and the lack of implementation rules,technical standards,and sustainability of existing policies has caused the abnormal development of photovoltaic solar energy industry.The development of the terminal application market for photovoltaic products lags behind the development of the industry,and the development of the domestic market lags behind the development of foreign markets.In the global photovoltaic market,slowing demand,increasing product export resistance,incompatible development of the photovoltaic industry,and anti-dumping investigations in western countries such as Western countries and other factors,China's photovoltaic solar energy companies are generally faced with difficulties in production and operation and capital chain constraints.For the above-mentioned problems,this paper conducts a comparative study of photovoltaic solar energy industry at home and abroad through literature analysis,qualitative and quantitative analysis,and the use of game theory,conflict analysis,and fuzzy analytic hierarchy process methods in system engineering.External photovoltaic solar energy industry development process,development status and industrial policy.Summarized the problems in China's photovoltaic solar energy industry policy,especially the financial subsidies policy in industrial policies.By establishing a competition game model between government and enterprises and between enterprises and enterprises,the relationship between government and enterprise development motivation,government subsidies,and the relationship between R&D investment and the use of subsidies are analyzed,and the reasons for the problems are analyzed..Finally,using fuzzy analytic hierarchy process to analyze the factors affecting the implementation effect of industrial policy,the relative weight and importance of each factor were ranked through analysis,which provided reference for future formulation of industrial policy.Finally,we summarized the difficulties faced by China's photovoltaic solar energy industry.We must base ourselves on the current situation,stabilize market expectations through the introduction of short-term policies,help domestic photovoltaic companies to overcome difficulties,and we must focus on the long-term plan for the development of China's photovoltaic industry in the long-term.
