Research On The Impact Of Government Policy On New Energy Automobile Industry Based On AHP-Fuzzy Evaluation

With the energy crisis and environmental pollution becoming worldwide problems,the international community has responded to the concept of low-carbon,environmental protection and sustainable development and advocated the development of "green industry".Our country’s "Fourteenth Five-Year Plan" and the 2035-year long-term goal clearly propose to accelerate the optimization and upgrading of industrial structure,and then promote the clean production and operation of enterprises.Chinese government has decided the development of new energy automobile as an important strategic measure in the next stage.Therefore,a series of industrial policies and laws and regulations have been proposed to promote the rapid development of new energy vehicles.This paper studies how government promotes new energy automobile industry development from perspective of high-quality and sustainable development.First,this paper introduces related concepts of new energy automobile history,current situation and development trend,as well as industrial policy and construction and evaluation of policy system.There is still a lack of research of ’Non-subsidy’ policy,systematic index system and objective policy evaluation methods.Secondly,based on C-D production function theory,Porter diamond theory and policy analysis theory,this paper establishes an evaluation system of new energy automobile industry policy from the perspective of capital input policy,technical supporting policy and regulatory policy.Applying AHP-fuzzy method to evaluate 25 key indicators including vehicle leasing subsidy,purchase subsidy,operation subsidy and industrial patent encouragement layout and so on.Analyzing key and weak factors that affects the development of new energy automobile industry and the effect degree of policies.Finally,based on the evaluation results,specific policy optimization suggestions from six aspects are proposed in this paper:strengthening the policy coordination of the new energy automobile industry,continuously innovating subsidy policies,unifying constructions of supporting facilities,increasing the investment policy of innovation and research and development,accelerating the integration of the new energy automobile industry and building a differentiated management system.This paper provides reference for the government to improve the policy system in the future and lead the sustainable industry development.
