| At present,waterlogging are the most threatening natural disasters to urban systems,and more than 40% of natural disasters worldwide come from floods.As the global climate warming is getting worse,the frequent occurrence of regional extreme rainfall has caused serious economic losses and casualties.As a strategic center for population activities and economic development,cities are affected by the superposition of extreme rainfall and urbanization development.In response to waterlogging and disaster incidents,the shortcomings of urban emergency management levels such as disaster prevention and mitigation.Therefore,this study takes A City as an example to carry out the evaluation and research of urban waterlogging emergency management capabilities under the perspective of resilient cities,broaden the theoretical breadth of the evaluation of urban waterlogging and emergency management capabilities,and improve waterlogging prevention for cities.Disaster reduction emergency capabilities provide theoretical guidance and suggestions.Based on the theory of crisis life cycle and the theory of resilient cities,this study provides a scientific means for the emergency management capabilities of waterlogging disasters under the perspective of resilient cities.First of all,the emergency management of urban waterlogging disasters based on the theory of crisis life cycle theory and resilience theory is divided into preliminary frameworks of "pre-disaster prevention,pre-disaster preparation,disaster response,and post-disaster recovery".By introducing grounded theory research methods,analysis,condensing,and coding of initial data.Establish an evaluation index system for urban prevention and emergency management capabilities.Secondly,based on the Monte Carlo simulation and comprehensive rights,the comprehensive evaluation model is constructed,and indicators that have a significant impact of urban prevention and emergency management capabilities in urban prevention and emergency management through a sensitivity analysis.Finally,based on natural language processing methods,analyze social network big data,and use public opinion visualization of text data to verify the accuracy of the evaluation model from a qualitative perspective.This study takes City A as an example,researching on the evaluation of urban waterlogging emergency management capabilities under the perspective of resilient cities.The results show:(1)According to the proportion of indicator rights,it can be seen that the proportion of the weight of emergency management in the city A disaster is 0.4362.Pay attention to work needs to be improved.(2)At this stage,a significant shortcoming in the city A urban waterlogging prevention and emergency management is manifested in citizens’ risk awareness,emergency plan revision rate,urban rainwater absorption capacity,and social insurance coverage capacity.The key to emergency management capabilities.(3)The fuzzy evaluation score of the response and predisaster preparation of emergency management capabilities is distributed between 80-86,while pre-disaster prevention and post-disaster recovery emergency management ability evaluation scores are between 72-77.The overall level needs to be improved.Essence(4)According to the visual analysis of social network data,the overall flood prevention emergency management capabilities of City A in recent years have significantly improved,which are specifically manifested in the ability of early warning information service,the level of emergency team construction,and flood prevention emergency publicity.According to the results of the evaluation,this study puts forward the following suggestions:(1)According to the actual situation of the administrative areas,implement the publicity,education of flood prevention and mitigation,effectively improve the awareness of emergency prevention and disaster reduction of floods.(2)Strengthen the investment in informationization and intelligent research on flood prevention and disaster.Improving the ability of scientific research and innovation.(3)Strengthen the linkage mechanism between various functional departments,improve the emergency management system and operating mechanism,and improve the emergency management system of prevention and disaster reduction. |
