Research On Transformation Strategy Of Digital Substation

With the development of social economy and the all-round progress of science and technology,digital substation technology has been applied increasing widely.Compared with the traditional power grid,the digital substation has higher reliability,security,efficiency and cost-efficiency.As one of the connecting carriers enhancing the automation level of the power grid,developing the digital substation has been written into the State Grid Corporation of Chinas 11th Five-Year Plan for science and technology during the period of the 11th Five-Year Plan.Since the first 110kv digital substation in China-Yunnan 110kv Qujing Cuifeng substation-operated officially in 2006,digital substations have been put into operation continuously by various provincial companies,implying the positive trend of the digital substation.In Guangxi,new digital substations have been launched in different areas since 2013,mainly focusing on 110kv digital substation.Due to the lack of technical specifications,talents,operational experiences and mature technology,some issues of the digital substation had occurred while operating in practice at the preliminary stage of construction,which endangered the safety and stability of operation to a certain extent.Therefore,Some digital substations with high-risk had been transformed technically and exited the operation after the comprehensive evaluation,resulting in economic losses.Nevertheless,to a certain degree,it solved the potential risks of the power grid and enriched the valuable experiences of construction.At present,there are little research on the technical transformation and operational exit of the digital substation,especially on the strategy of the digital substation with problems.By analyzing a practical case and combining with the main ideas of risk management and engineering reconstruction in power enterprises,this paper proposes a technical transformation strategy of the 110kv digital substation and a risk management analysis strategy before transformation,providing strong support for the transformation decision of the 110kv digital substation in future.
