The function value of construction products depends on the reliability of construction,operation and maintenance.Following the idea of operation and maintenance reliability of construction products,it is necessary to find the influencing factors of operation and maintenance reliability,and optimize and improve the key elements,so as to improve the operation and maintenance reliability and give full play to its functional value.Studying the related factors of operation and maintenance reliability and using them as constraints to evaluate and optimize the construction system can not only improve the theoretical basis of construction optimization,but also effectively solve the optimization problem of the construction system.First of all,this paper researches the theory and methods of construction optimization research at home and abroad,and synthesizes the operation and maintenance management and reliability related literature,and bases on reliability theory to defines the operation and maintenance reliability,and takes the operation and maintenance reliability as the starting point,in order to find the key influencing factors of the operation and maintenance reliability as the engineering quality,define the construction system,and summarize the four factors included: construction factor and construction condition,construction environmental factors,construction information factors.Then using the system dynamics method to draw the engineering quality causal map based on operation and maintenance reliability and through the cause tree analysis to draw a conclusion: under the constraints of operation and maintenance reliability,the overall development of personnel has a significant impact on the improvement of project quality.Since the construction management personnel are the cornerstone and core of construction workers,and their development status directly affects the efficiency of construction system operation.Therefore,the factors of the representative of construction management personnel in China are selected to study the overall development status of construction management personnel.Through literature research and expert consultation method,the evaluation index is selected based on the constraints of operation and maintenance reliability,and the evaluation index system of the development status of construction management personnel is established,including the development of demand,the development of capability,the development of social relations,and the development of personality.Two-level indicators,three models are constructed: the first one is qualitative evaluation model of the development status of construction management personnel--exploratory factor analysis method,using SPSS software to qualitatively evaluate the development status of all aspects;the second is the quantitative evaluation model of construction management personnel development status-respectively Project reflection theory,360° survey method,social network analysis method,etc.respectively quantitatively evaluate the development of the construction manager's needs,the development of capabilities,the development of social relations,and the development of personality;the third one is the optimization model of construction management personnel development.According to the results of the evaluation,the evaluation matrix is established,and the comprehensive development value is obtained with the weight matrix.Compared with the development degree of each index,the indicators that need to be optimized are distinguished,and then the optimization method for each index is proposed.Measures.In the end,through the questionnaire method,the qualitative and optimization model of the construction personnel's development status are verified.The conclusion is drawn that the development of demand and social relations of construction managers in China is higher than the comprehensive development degree.Temporary optimization is not required;capacity development and personality development need to be optimized by the construction management personnel and the enterprise in terms of professional ability,learning ability,personality establishment and enhancement.And it puts forward the effective optimization method for the development of construction personnel,and provides some reference for the construction management department to formulate the relevant management personnel system in the future.
