Research On Performance Evaluation Of Rural Highway In A Province Based On BSC

Rural roads are the basic conditions for ensuring the production and living of farmers,and are the leading and basic facilities for the development of agriculture and rural areas,and are the important support for the construction of new socialist countryside.Since 2003,significant improvement of rural roads and road network conditions,provide basic guarantee for rural economic development and social progress,which plays an important role in the construction of new socialist countryside and building a well-off society.At present,research on evaluation of highway construction projects in China is mainly financial evaluation and national economic evaluation,it also emphasizes the direct economic benefit evaluation of the project in the national economic evaluation,and evaluates the indirect economic benefit less;The main focus is on the highway,and the research on the evaluation of the low-grade highway is very small.In this research,the Balanced Score card(BSC)method is used to evaluate the hole life cycle of rural highways,including the technical level of road network,the ability of road network operation,the road network sustainable performance and socio-economic impact of the performance evaluation system,the relationship between the four indexes mutual driven show strategic track development of rural highway.Based on the above evaluation system,the performance evaluation of a province highway construction conducted empirical research.Research expects will be able to promote the development of rural road in a province,through the comprehensive assessment of the construction of rural roads to diagnose the situation,real-time amendments to rural road construction problems,making the construction level in line with the rapid development of rural economy during the "13th Five-Year",and also provide some reference for performance evaluation of rural highway construction.
